Kevin was completely accurate in his description. The causeway is temporary, is only there to support equipment during construction and is removed following project completion. I contacted Mr. Hining (NCDOT Div 11 Environmental Officer) to confirm the location of the project and its status. He provided the information below. "Yep, that's the temporary causeway. Also, the site is unique in that 80-90% of the flow is on the 221 side of the project, and the causeway is on the other side. The side with the causeway is a flat, shallow pool with very little flow, so while we have a causeway going out to the middle bent, it should be diverting/blocking very little flow. " I (DWR) issued a 401 Water Quality Certification for the project in February of this year. The Corps is aware of the project and has also issued a 404 permit, although Kevin Hining will need to confirm that written Corps approval was received. Often, if impacts are below thresholds, the Corps will not issue a written permit per se, but NCDOT is still required to submit a complete application to the Corps, including designs and minimization efforts, and is subject to Conditions of their standard Nationwide permit (even if one is not written). Kevin, Did you receive written authorization from the Corps on this one? Thanks for your interest in the project.
