Sounds good! Our inspector for the project informed me today that the contractor is not working next week, so I may
th
wait till the week of July 6. I could go any day that week, if a day that week works for you? There are a couple other
bridge projects not too far way in Avery and Watauga if you want to look at a few other spots while you are up.

Thanks for handling! The project was below the thresholds for notification for the 404, so we didn’t request a written
404, but I did let Lori / USACE know about the project through the PCN process. I didn’t respond back to Mr. Erno about
that, as it sounded like he was content with everything. But, wanted to let you know.

I received an email from my colleague Mr. Mitchell concerning your questions relative to the above bridge
project. Kevin was completely accurate in his description. The causeway is temporary, is only there to
support equipment during construction and is removed following project completion.
I contacted Mr. Hining (NCDOT Div 11 Environmental Officer) to confirm the location of the project and its
status. He provided the information below.

“Yep, that’s the temporary causeway. Also, the site is unique in that 80-90% of the flow is on the 221 side of the project,
and the causeway is on the other side. The side with the causeway is a flat, shallow pool with very little flow, so while
we have a causeway going out to the middle bent, it should be diverting/blocking very little flow.”
I (DWR) issued a 401 Water Quality Certification for the project in February of this year. The Corps is aware
of the project and has also issued a 404 permit, although Kevin Hining will need to confirm that written Corps
approval was received. Often, if impacts are below thresholds, the Corps will not issue a written permit per
se, but NCDOT is still required to submit a complete application to the Corps, including designs and
minimization efforts, and is subject to Conditions of their standard Nationwide permit (even if one is not
written).
Kevin, Did you receive written authorization from the Corps on this one?
