Hanes Mill Rd, Suite 300 Winston Salem NC 27105 Re: PCN Submittal for Big Horse Creek Stabilization at Lansing Fishing Pier Site Dear Ms. Homewood, The NC Wildlife Resources Commission completed construction of a Universally Accessible fishing pier on Big Horse Creek in 2016. This project coincided with stream restoration work and greenway development by others. Since its completion, there have been numerous flood events on Big Horse Creek. There has also been notable foot traffic up and down the left bank upstream of the pier site by anglers who still prefer to approach the fishing hole from the bank rather that the structure. These events and activities have eroded a section of stream bank which has exposed the concrete slab footing of the pier structure. The front edge of the footing is being undermined. Further flooding and scour threaten the integrity and safety of this structure unless work is done to stabilize the eroding bank at this location. I have met at the site with Tom Davis of Foggy Mountain Nursery who was involved with the earlier stream restoration & enhancement work on Big Horse Creek. NCWRC will have Foggy Mountain Nursery perform the work described in the attached plans. I have been given agent authorization by the Town of Lansing to obtain any necessary permits, and I will work with Tom to monitor construction. As we discussed earlier, a written notification for 401 General Water Quality Certification 4134 (in conjunction with USACE NWP-13) will be required to perform this work due to the HQW classification of Big Horse Creek. The PCN for this project is being submitted to NCDEQ-DWR and USACE electronically. The package includes the permit drawing set along with supporting documentation and existing condition photos. Explain the purpose of the proposed project:* NCWRC installed a universally accessible fishing platform on a stocked section of Big Horse Creek in 2016. The platform construction took place following completion of a stream restoration project built by Foggy Mountain Nursery. Since then, there have been a high number of flood events in the region that have impacted Big Horse Creek. The frequent flooding and foot traffic on the left bank upstream of the fishing platform resulted in erosion which has exposed a portion of the slab footing of the fishing platform that was previously embedded in the bank. Continued scour threatens the structural integrity of the fishing platform which has been temporarily closed until the problem can be addressed by installing rock toe and a rock vane structure with bank shaping & stabilization practices. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* A short single arm vane Will be installed upstream of the bank erosion using suitable rock. 30LF of rock sill will be installed at the toe of the eroded bank to the upstream edge of the exposed footing. Cobble or graded stone mix will be used to backfill behind the sill and create a winged deflector. These two elements will help reduce near bank stress and protect the bank from erosion. Small boulder will also be placed to protect the downstream corner of the exposed footing. The eroded stream bank will be laid back at 2:1, seeded and covered with coir matting. Livestakes will be planted along the repaired bank in the fall. No stream crossings or equipment tracking in the stream will be necessary to perform this work. 4j. There are 2016 records of hellbender at this site. While this population is not currently protected under the ESA, incorporating proactive conservation measures on its behalf may preclude to list it in the future. We suggest coordination with our office and Commission biologists (Andrea Leslie, Lori Williams, et al.) prior to instream activities so that staff may relocate any hellbenders and other animals out of harms way. Please bear in mind that the pandemic has significantly restricted our ability to do any kind of fieldwork. Hopefully those restrictions will be lifted in time for project construction. I wonder if this is a good opportunity to install additional hellbender shelter habitat? Just a thought. I will defer to you and your colleagues about that since they have experience with hellbenders at this site. We appreciate the proposed use of biodegradeable coir fiber matting to accommodate erosion control needs.
