The Application for Garrison Reserve dated May 26, 2020 (20200693 Ver 1) falls under the thresholds defined in the
Water Quality General Certification Number 4139. The total impacts to streams are less than 150 feet . The high density
project has a stormwater management plan submitted to Buncombe County for approval. Impacts are proposed for
Class C waters only, with no special designations or regulated buffers. Therefore we are not requesting written approval
from DWR for the proposed impacts.

Can you clarify whether you are requesting written approval for a 401 Water Quality Certification for the subject
project? The cover letter and PCN indicate the Division was provided a courtesy copy. However, the review fee was
apparently paid.
