Box 8181 (919) 644-3002 (FAX) NORTH CAROLINA Hillsborough, NC 27278 www.orangecountync.gov June 3, 2020 Randall Scheri 2705 Stuart Drive Durham, NC 27707 Re: 6263 Ebenezer Church Road (PIN 0805-34-9138) Project Number: LDP20-0013 NOTIFICATION of Final Stormwater Management Plan (SMP) Approval — Low Impact Design (LID) Dear Mr. Scheri: On or about February 21, 2020, Orange County Erosion Control and Stormwater Management staff received an application for a land disturbing permit for 6263 Ebenezer Church Road within the Eno Township of Orange County. The property further identified utilizing Orange County Parcel Identification Number (PIN) 0805-34-9138, is an approximately 40-acre parcel of property within the Neuse River Basin (hereafter `the property'). Per applicable County regulation(s), development of the property requires an: • Erosion control permit when proposed land disturbance exceeds 20,000 sq.ft. of land area; and • A stormwater review/permit application when land disturbance exceeds 21,780 sq.ft. (half an acre) of land area. As the property is located within the Neuse River Basin, development is required to abide by nutrient reduction standards as detailed in Section 6.14.7 of the Unified Development Ordinance (UDO). The submitted land disturbance permit application indicates development on the property will involve: a. Total area to be disturbed: 108,900 sq.ft. (2.5 acres); PaLye 2 of 3 b. Total proposed impervious surface area: Approximately 18,500 sq.ft. (1 % of total are of the property); c. Utilization of Low Impact Development (LID) stormwater criteria for meeting applicable stormwater management planning (SMP) requirements in conformance with) Section 6.14.6(B) of the UDO. (hereafter `the project'). During February/March 2020 staff reviewed the project offering comment(s) and suggested revisions, which were incorporated into a final proposal, which was reviewed by Mr. Christopher Sandt, Staff Engineer. The LID proposal was approved by Mr. Sandt on March 11, 2020 who found that the project complied with: 1. Orange County comments; 2. Applicable stormwater management requirements as outlined in Section 6.14 of the UDO; and 3. The State Stormwater Design Manual. An approval letter was authored at that time, under my signature as the interim Erosion Control Officer, but appears to not have been sent. Staff apologizes for the oversight and are sending this letter to correct for this error. This LID stormwater approval is only valid for the purpose and design as described in the LID submittal, prepared and sealed on February 24, 2020 by Matthew Jones with Horvath Associates, PA.. Any change to the project requires notification to our office and may require submittal of a new application. If ownership of the property is transferred to another person(s) or entity, the new owner(s) will be responsible for complying with the approved plan. This approval also grants agents, officials, or other qualified persons authorized by Orange County the right to inspect the site to determine compliance with the approved SMP, the UDO, and the State Stormwater Design Manual, including maintenance of on -site stormwater best management practices. Please note that for final acceptance of the SWP by our office, the following steps must occur: ® Horvath Associates PA will be required to submit a PE sealed as -built drawing of the 6263 Ebenezer Church Road development verifying that LID criteria have been met according to the approved SMP. 3 of 3 If you have any questions or need additional information, please feel free to contact Erosion Control and Stormwater staff at (919) 245-2575.
