Subject: Request for Additional Information
Stormwater Permit No. SW6190802
Four Sierra Ranch
Cumberland County
Dear Mr. Nobles:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on August 30, 2019 and additional
information on January 15, 2020. A review of that information has determined that the
application is not complete. The following information is needed to continue the stormwater
review:
1. The original signed and notarized copy of the application and deed restrictions must be
submitted [15A NCAC 02H .1040(1)].
2. The Supplement EZ form states that the project is low density; however, the project is
designed with an SCM, which would require the project to meet the high density
regulations. Please explain what the intent of the design is for this project.
3. The plans show that there is a low point at approximately El. 165 (mostly lots 9 and 10).
Will the lots be graded to remove this low point? If so, please show this on the grading
and drainage plan.
4. SCMs are required to include an overflow or bypass device (orifice, weir, emergency
spillway, etc.) for inflow volumes in excess of the treatment volume or peak attenuation
volume, if applicable. Please revise the infiltration basin to include an overflow device
[15A NCAC 02H .1050(5)].
5. Please show a maintenance access and easement that meets the requirements of General
MDC 8 and 9 [15A NCAC 02H. 1050(8) & 15A NCAC 02H. 1050(9)].

Department provided O&M EZ form can be used to meet this requirement.
7. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:

Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to February 16, 2019, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6190802 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
