Subject: Request for Additional Information
Stormwater Permit No. SW6190802
Four Sierra Ranch
Cumberland County
Dear Mr. Nobles:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on August 30, 2019. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Please revise the SWU-101 application to address the following deficiencies:
a. Part I1.1.a — Please specify whether this is a new project, modification, or renewal
with modification.
b. Part I1.2 — Please specify whether the project is high density or low density.
c. Part II.5 — Please specify whether the project is located within 5 miles of a public
airport.
d. Part III. La — Please revise the applicant name to Crazy Woman Readiness
Training Facility, LLC.
e. Part III. Lc — Please specify whether the applicant is the property owner, lessee,
purchaser, or developer.
f. Part IIIA — Please provide the information regarding the local jurisdiction for
building permits.
g. Part IV.10 — The receiving stream information is not correct. You can find
information on receiving streams and classifications using the Waterbody
Classification Map.
h. Part IV.10 — There is a second table on the top of Page 4 of the application with
information regarding impervious surfaces that seems extraneous to this
application. Please remove the table or explain why it is included.
2. The original signed and notarized copy of the application and deed restrictions must be
submitted [15A NCAC 02H .1040(1)].

3. Please submit a USGS map identifying the project location and the GPS coordinates for
the project [15A NCAC 02H .1042(2)(d)].
4. The Supplement EZ form states that the project is low density; however, the project is
designed with an SCM, which would require the project to meet the high density
regulations. Please explain what the intent of the design is for this project.
5. Page 3 of the Supplement EZ form, which includes the design parameters and criteria for
the SCM, was not submitted. Please submit this completed sheet.
6. Please show the boundaries of all surface waters, wetlands, regulatory flood zones,
protected vegetated setbacks, and protected riparian buffers or a note on the plans that
none exist [15A NCAC 02H .1042(2)(g)(ii)].
7. The plans show that there is a low point at approximately El. 165 (mostly lots 9 and 10).
Will the lots be graded to remove this low point? If so, please show this on the grading
and drainage plan.
8. Calculations must be included that show that the design volume of the SCM is sufficient
to treat the design runoff volume [15 A NCAC 02H .1050(1)].
9. Calculations must be included that show that the infiltration basin will drain within 72
hours based on tested infiltration rates [ 15A NCAC 02H .1051(5)].
10. The stormwater narrative states that the tested infiltration rates ranged from 0.26 in/hr at
96" below the ground surface to 0.44 in/hr at 84" below the ground surface and that 0.44
in/hr was used for the calculations. The calculations should use the most restrictive
permeability rates to ensure the design is adequate to infiltrate the design volume.
11. Sheet C04 contains a reference to the infiltration basin detail that says "See Sheet C11 for
details." This note should reference Sheet C 10. Please revise this note.
12. SCMs are required to include an overflow or bypass device (orifice, weir, emergency
spillway, etc.) for inflow volumes in excess of the treatment volume or peak attenuation
volume, if applicable. Please revise the infiltration basin to include an overflow device
[15A NCAC 02H .1050(5)].
13. Please show a maintenance access and easement that meets the requirements of General
MDC 8 and 9 [15A NCAC 02H. 1050(8) & 15A NCAC 02H. 1050(9)].
14. Please submit an Operation and Maintenance Plan and Agreement in accordance with
General MDC 11 and 12 [15A NCAC 02H. 1050(l 1) & 15A NCAC 02H. 1050(12)]. The
Department provided O&M EZ form can be used to meet this requirement.
15. Please submit calculations to show that the vegetated conveyances will not erode during
the peak flow from the 10-year storm [15A NCAC 02H . 1003 (2)(c)(ii)].
16. Please upload all of the documents required in the application checklist to the link in
Comment 17 below.
17. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:
hqps:Hedocs.deq.nc.gov/Forins/SW ProjectSubmittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to November 14, 2019, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6190802 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
