Good morning,
The 15-Day Record Drawing review for the following projects ended June 4, 2020. Per Section 332.8(o)(9) of the 2008
Mitigation Rule, this review followed the streamlined review process. All comments received from the NCIRT are
incorporated in this email. Please address IRT concerns in the MY1 Report. There were no objections to issuing the initial
credit release. Please find attached the current signed ledgers. The IRT would like to visit this site after a year's
monitoring data is available.

DWR Comments, Erin Davis:
1. Based on observations during the IRT construction site walk, a pilot channel was created within the headwater
stream reaches. DWR's mitigation plan review comment #2 specified that we "would require at least 3-4 cross
sections, with at least one cross section in the wooded area" if a pilot channel was constructed. Please include
this cross section data and corresponding map locations in the MY1 Report.
2. No flow documentation devices (gauges or cameras) have been located along UT1, UT2-2, UT3-2 or UT4. DWR
recommends that flow devices be included for these creditable headwater stream reaches to demonstrate
success of the 30 day continuous flow performance standard.
EPA Comments. Todd Bowers:
After a thorough review, the EPA Region 4 Oceans, Wetlands and Stream Protection Branch has no substantial
comments or concerns with the As-Built/MYO Report for the RHS and RHS II mitigation sites. The report appears to be in
order and presents a well built and thus far, well performing site with much potential for functional uplift of aquatic
resources. I really appreciated the extensive photo and video coverage of the site as I have not had the opportunity to
visit the site during the design and development phase of the site. I also appreciate the amount of ground water well
data over the previous 3 growing seasons to illustrate the effects of ditches, the site response after Hurricane Florence
(Sept 2018) and the anticipated return of groundwater hydrology to the reestablished wetlands. EPA recommends the
appropriate release of credits to proceed as planned.
