I received the as -built report from EPR for the Red Barn Mitigation Bank. It appears to have a few incomplete items, but
overall is enough to continue with the site visit next week on June 10th. I have uploaded it to the Red Barn folder on

Ecosystem Planning and Restoration, PLLC (EPR) has prepared the Red Barn Mitigation Bank As -
built Baseline Monitoring Report for your review prior to the scheduled on -site field meeting on
June 10th, 2020. Following the field meeting, EPR will provide meeting notes and accept comments
on these documents.
While construction was completed in March 2020 and planting was completed in April 2020,
unforeseen delays have delayed the completion of the easement fencing and as -built survey of the
Site. The draft documents are submitted for review with a few known deficiencies EPR is working to
remedy as soon as possible and prior to submitting and Final Baseline Monitoring Report for the
Site. Noted deficiencies are listed below and are not noted in the draft documents as they will be
remedied before submitting the final report.
• The UT3 culvert was installed in the incorrect location and the roadway crossing alignment
is incorrect (see Sheet 15 in As -built Plan Sheets). The contractor will be fixing this as soon
as site wetness conditions allow.
• Fencing and a gate near the UT3 culvert have mistakenly been installed within the
conservation easement and will be moved to their correct locations as soon as wetness
conditions allow. (see Sheet 15 in As -built Plan Sheets).
• The surveyed channel top of bank feature does not match with observed site conditions
(documented in site cross sections) at the following locations. Stations match the
longitudinal profile provided in Appendix D. The surveyor will be going back out the week of
June 1 to review site conditions and verify top of bank features.

• Some structures that were installed were missed in the As -built survey (e.g., the structures
between UT1 10+00 and 10+80 shown on Sheet 3 of the As -built Plan Sheets). The surveyor
will be going back out the week of June 1 to collect this missing information.
• The As -built Plan Sheets is not yet sealed by a licensed PE or PLS. The final documents, once
reviewed and confirmed to be accurate, will be sealed by a licensed PE and PLS.
Please also note that EPR is in the process of releasing three areas from the recorded conservation
easement. These areas include a pedestrian crossing over UT2c where a pedestrian bridge will be
installed; a riffle crossing connecting the properties on either side of UT3c; and an area along the
property line of UT1a where leaving an existing fence will help protect the easement against
encroachment. These easement corners will be marked this month and the paperwork to release
them has begun. EPR will submit a draft release to USACE to review before releasing these areas
from the conservation easement.
