The new pipeline is proposed to be installed immediately adjacent to the existing pipeline and approximately 4 feet deeper than the existing pipe. The existing pipe is to be abandoned in place. The purpose of the project will be to accommodate a new highway proposed in the area by NCDOT while to continuing to provide reliable service to existing and future customers in the greater Fayetteville Area. The Fayetteville Outer Loop DOT Relocation Project includes the moving and replacing of approximately 0.4 miles of 12-inch diameter steel natural gas pipeline at four separate locations to accommodate a proposed NCDOT highway. The project will also include the construction of a new interconnect station. The Line 5 at Grimes Road site includes the relocation of approximately 250 feet of pipeline within potentially jurisdictional waters of the U.S. (WOTUS), including an intermittent stream and palustrine emergent wetland (PEM) wetland. The three other sites and the interconnect site do not impact WOTUS. The pipeline at the Line 5 at Grime Road site will be installed using conventional open cut construction. The pipeline will be constructed within a 75-foot easement with 25 feet of temporary construction workspace. A 50-foot permanent easement will be maintained for the new relocated pipeline and abandoned pipeline. Construction will involve the use of common heavy construction equipment (e.g. excavators, dozers, scrapers, side booms) and will be in compliance with all necessary permits and regulatory conditions. Construction and operation of the Project will result in the temporary impacts to one approximately 0.132 of low quality PEM wetland and approximately 75 linear feet of an intermittent stream.
