Just to add on, there have been significant improvements of the facility with the completion of Phase I (see descriptions
below if you wish). Phase II (pre or post trickling filter biological treatment) appears to be dead at this point due to the
Town's inability to take on any more debt according to the LGC. This issue was reported to us on August 24, 2018 by
their consultant, McGill and Associates. I've also attached the 2017 settlement agreement supporting our efforts to
work with the Town and address past violations. We'd support additional funding for the Town if there are pathways.
This facility doe frequently appear on EPA's list of problematic facilities.

PS — this is the only remaining trickling filter plant in our region which is a very antiquated treatment technology and can
be challenging to operate
All repairs and improvements on equipment have been completed. These include:
Both north and south trickling filters repaired and operating
Installation and start-up of new Parkson Aquaguard mechanical screen
Complete digester rehabilitation including new blowers, bubble diffusers, rails, piping, paint, and valves
New disinfection/dechlor system installed and operating (still learning the system and how to make adjustments)
Rebuilt south clarifier is finished and operating completely.
All mechanical repairs and upgrades have been completed. Only a few cosmetic issues remain that the completion has
been hindered by all of the rainy weather we have had.
These remaining cosmetic issues are:
Final cleaning, haul off, and disposal of sludge in back drying bed
Some landscaping (fill dirt, seeding, etc.)
Minor material clean-up
Update on phase 2:
At the moment, I have not heard a projected starting date for phase two. My last contact with the Town of Andrews
administration and McGill & Associates on this matter was that there was to be a meeting planned in the near future to
discuss our options as far as how we would like to proceed, as well as what plan of action would give us the greatest
benefit for the cost.
We have been able to see significant improvements in our overall treatment since these improvements have been made
as is evident in the previous months DMR's in comparison to the months of the last few years. Thanks for touching base
