Dear Ms. Gledhill -Earley:
HDR, on behalf of our client Charlotte Water, requests review and comment on potential
impacts to archaeological or historic resources that may result from the proposed Upper
McAlpine Creek Sanitary Sewer Interceptor Project (Project) located in Mecklenburg County,
North Carolina. Charlotte Water proposes to install approximately 13,000 linear feet of 30-inch
gravity sanitary sewer line within a utility line corridor extending through maintained as well as
unmaintained land. Specifically, the Project Area consists of a corridor approximately 30.04
acres running along McAlpine Creek tributary No.6, just south of Albemarle Road, north of
Lawyers Road, and northwest of Wilson Grove Road within the limits of the City of Charlotte
and the Town of Mint Hill. Land use in the vicinity of the Project consists of residential,
commercial, light industrial, undeveloped forested, and public land (Figures 1, 2, and 3). The
Upper McAlpine Creek Sanitary Sewer Interceptor project will increase the capacity of the
existing gravity sewer system within its sewer basin. The proposed Project will increase the
capacity of the existing gravity sewer system within its sewer basin. The additional capacity will
provide increased service within the existing drainage basin and possible future service from
the Clear Creek drainage basin to the east. The project will also make some needed repairs to
the existing gravity sewer to reduce the volume of infiltration and inflow entering the sewer
system. The implementation of this project will allow Charlotte Water to continue providing
wastewater service to new and existing developments within their service area and convey the
collected flow to their McAlpine Creek Wastewater Treatment Facility for proper treatment.
Land use in the vicinity of the Project consists of residential, commercial, light industrial,
undeveloped forested, and public land.
The proposed Project will require a Clean Water Act Section 404 Nationwide Permit from the
U.S. Army Corps of Engineers Charlotte Regulatory Field Office.
The National Park Service National Register of Historic Places (NRHP) GIS Public Dataset and
the N.C. State Historic Preservation Office (NCSHPO) HPOWEB GIS Web Service were
reviewed as part of environmental studies conducted for the Project. The review indicated that
there are no known historic structures or historic districts identified within the Project Area;
however, nine records of historic structures were identified within a 1-mile radius of the Project;
however, these records are not listed in the National Register of Historic Places (NRHP)

database (Figure 4). Archaeological data are not included in NCHPO GIS services; therefore,
this information was not assessed as part of this study.
