Subject: NCWRC Comments - SAW-2017-02383 - Secrest Commons PCN
Good morning,
I reviewed the application for the Secrest Commons development. We do have a record for a state significantly rare
eastern creekshell (Villoso delumbis) in Bearskin Creek. So, we request that strict sediment and erosion control measures
are taken. Also, silt fencing, fiber rolls and/or other products should have loose -weave netting that is made of natural
fiber materials with movable joints between the vertical and horizontal twines.
Although you say that the wetland will be impacted by the development anyways so you request to fill the entire
wetland, I request that the one lot is not developed and a culvert (or preferably something similar to a stream simulation
design culvert/bottomless culvert) is built for the road. The culvert would allow a hydrological connection to the steam.
Although perhaps it will not be as it once was before the agriculture, it will still provide some function, including for
wildlife. Headwater wetlands provide an important function for streams.
Thank you,
Olivia
