Todd - Thank you for the prompt response. I wanted to provide a little more detail on what RS is doing to
move the project forward.
We have begun collecting PJD data and hope to submit the request by the end of July, if not sooner. We will
copy you on the submittal so you are aware and can coordinate with the county PM.
We have also started collecting topography and bathymetry of the main pond, and the surrounding area.
Matthew Harrell has experience with soggy bottom testing and is going to work on collection samples with
Alex. We plan to present a draft plan and supporting data to the IRT for the pond restoration near the first of
September. At this time, we will also provide a more comprehensive approach to the Site's unnamed
tributaries. We have had some success with acquiring additional land, including the remaining section of
Waxhaw Branch to Snyder Store Rd. (this would include tributary 4's confluence with Waxhaw). If possible, we
would like to have a second IRT site visit to discuss these tributaries and the pond in late September. Would it
be possible for us to pencil in a site visit now?
We appreciate the comment about BMPs - the figure provided with the comments certainly showed a lot of
them. Once we have a full understanding of the Site's topography, including the slope of ephemeral draws
coming into the pond, we will have a better understanding of where, and what type of BMPs we will propose -
- I just wanted to be sure the IRT knew we would install them as needed.
Thanks again for your time, and let us know what you think about penciling in a site visit for the end of
September.

Subject: RE: Witt's End Post Contract Meeting Minutes
Matthew,
Thanks for providing these. Just a couple points on the meeting minutes:
1. Regarding the streams and use of BMPs, we do not require that BMPs are placed on all ephemeral features,
but we do encourage their use where it makes sense. This would not include all ephemeral drainages, but
those that may result in potential water quality, sediment loading, or other concerns.
2. For UT-4, I don't know that we necessarily concurred that this would be a restoration reach, but we did
agree that the connection with Waxhaw branch needed to be captured for it to be included. While restoration
may be an option, we did not have a chance to see that much of the stream, so I would reserve final
judgement on the approach here.
3. 1 just wanted to reiterate that there are proposed wetland areas on the site that I do not necessarily concur
with, and prior to approving any approach, I would want to get other opinions, including discussing the
approach with the county PM that conducts the JD.
Thanks,
Todd Tugwell
