On behalf of the NC DWQ 401/Wetlands Permitting Unit, we respectfully request that you consider the
following comments within your review of the 404 Individual Permit request for the above referenced property:
1. This Office believes that the brief avoidance and minimization discussion located on page 7E was
grossly inadequate. It is the opinion of this Office that that the impacts proposed for Impact Area Nos.
1, 2, 3, 12, 13 and 14, could be avoided by bridging the stream at these areas. Furthermore, it is the
opinion of this Office that the impacts proposed for Impact Area Nos. 4, 5, 6, 7, 8, 9, 10, 11, and 15,
could be avoided by configuring the site layout and by proposing parking decks where applicable.
