Lane The existing 1,651 LF of force main will be abandoned in place. The Town will construct 1547 LF new 8-inch Gravity
sanitary sewer main to direct flow from decommissioned pump station downstream to an existing WCACC sewer main. The

new gravies main will also collect sewer flow from the existing Frances Haven subdivision (WO0032121). No new
wastewater flow will be generated as part of this project.

Gravity Sewer System Fast Track Application
Dear Reviewer:
On behalf of our client, Town of Harrisburg, Gavel & Dorn Engineering, PLLC (G&D) is
pleased to submit the following documents for review relating to the Frances Haven &
Farmington Pump Stations Decommissioning Project:
(1) Check for application fee in the amount of $480.00;
• (2) copies of Fast Track Application (1 original & 1 copy) and supporting docu-
mentation.
The Town of Harrisburg desires to decommission two existing pump stations located on
Frances Haven Drive and Sunburst Lane. As part of that decommissioning the Town.will
be constructing new 8-inch sanitary sewer mains to redirect flow from the existing pump
stations to an existing gravity main located on Buckingham Lane.
No new wastewater flow will be generated as part of this project. All flow for existing
houses located on Frances Haven Drive, and Sunburst Lane has been previously permitted.
Total new sanitary sewer main to be constructed is 1547 U. The flow currently discharges
to a Water and Sewer Authority of Cabarrus County (WSACC) main and then is directed
to the Rocky River WWTP. The redirected flow from this project will continue to be treated
at the Rocky River WWTP.
No additional flows are being proposed as a result of this project.

This is a notice of capacity for the flow acceptance request received by the Water and Sewer Authority
of Cabar us County (WSACC) fiom the Town of Harrisburg on February 18, 2020. This project
includes the decommissioning of an existing Town of Harrisburg pump station, and no additional flow
allocation was requested with this application. As such, WSACC accepts 0 gallons per day (gpd) with
the current request. The wastewater generated by this project will be conveyed through a proposed and
existing gravity system and then enter WSACC's system at the existing 36-inch Reedy Creek
Interceptor.
If construction of this project does not commence within two (2) years of the date of this notice, the
notice is rescinded and a second request and notice will be required before flow capacity is accepted.
Please notify WSACC, in writing, when construction of this project is initiated. This sewer capacity
allocation may also be cancelled pursuant to the conditions set forth in the WSACC Sewer Allocation
and Commitment Policy.
Please note that the final commitment to service to provide wastewater treatment services shall occur
upon application for a building permit for the project and when system development fees are paid
pursuant to N.C.G.S §162A, Article 8.

I, J. Thomas Hahn, PE, certify to the best of my knowledge that the addition of the volume of wastewater to be permitted
in this project has been evaluated along the route fi•om the connection to the WSACC interceptor to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary
sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal
circumstances, given the implementation of the planned improvements identified in the planning assessment where
applicable. This analysis has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Section I and Section II plus all attached planning
assessment addendulns for which I am the responsible party. Signature of this form indicates WSACC's guarantee of

Along with this form, submit a color copy of a USGS Topographic Map to identify the project area and waterbodies.
Each map or maps must show the location of the sewer system and include location identifiers where the system
traverses over or near waterbodies. The map should have location ID's for each different waterbody and
corresponding classifications should be recorded.
Include the completed form and map portions with the permit application for submittal to the appropriate review
