SAM HUNT SECRETARY Surveys for Schweinitz's sunflower (Helianthus schweinitzii) were conaucted on the 7th October, 1993. Existing road shoulders and ecotonal areas associated with the project area and proposed alternatives were surveyed on a plant by plant basis. Although habitat for this species exists in the project study area, no Schweinitz's sunflower was found. BIOLOGICAL CONCLUSION: NO EFFECT c_: V. Project Description: (List project location and scope. Attach location map.) NCDOT will replace Bridge No. 440 on SR 1217 over Second Pott's Creek in Rowan County. The bridge will be replaced at the existing location with a triple- barrel 3.0-meter X 2.1-meter (10-foot X 7-foot) reinforced concrete box culvert at the same elevation as the existing bridge. The new culvert will provide a 6.6-meter (22-foot) travelway and a shoulder width of 1.2 meters (4-feet). If guardrail is required, the shoudler width will be 2.1 meters (7 feet). Traffic will be detoured on existing secondary roads during construction. NOTE: Refer to Section D, "Special Project Information," for list of ENVIRONMENTAL COMMITMENTS. B. Purpose and Need: Bridge No. 440 has a sufficiency rating of 36.0 out of 100 and an estimated remaining life of less than five years. The deck is only 6.1 meters (20 feet) wide. The NCDOT Bridge Policy calls for a travelway of at least 6.6 meters (22 feet). The bridge is posted at 10 metric tons (12 tons) for single vehicles (SV) and 17 metric tons (19 tons) for truck-tractor semi-trailers (TTST). For these reasons, Bridge No. 440 needs to be replaced. C. Proposed Improvements: Circle one or more of the following improvements which apply to the project: Type II Improvements 1. Construction of bus transfer facilities (an open area consisting of passenger shelters, boarding areas, kiosks and related street improvements) when located in a commercial area or other high activity center in which there is adequate street capacity for projected bus traffic. 11. Construction of rail storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and where there is no significant noise impact on the surrounding community. 12. Acquisition of land for hardship or protective purposes, advance land acquisition loans under section 3(b) of the UMT Act. Hardship and protective buying will be permitted only for a particular parcel or a limited number of parcels. These types of land acquisition qualify for a CE only where the acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. No project development on such land may proceed until the NEPA process has been completed. D. Project BRZ 1217(2) A scoping meeting for the subject bridge was held on October 7, 1993 at 9:30 A.M. in Room 470 of the Planning and Environmental Branch. Robin Stancil of the SHPO phoned in and commented that the project area contains no recorded historic structures or archaeological sites. John Dorner of DEM stated that the waters are a Class C stream and that normal erosion control measures should be observed. There is a community nearby where SR 1217 is paved. It was suggested during the meeting that this project be coordinated with Division 3 to pave the unpaved portion of SR 1217 between the community and the project. The District Engineer has been contacted and is alert to this possibility. Ank I- It December 13, 1993 Page 2 The Hydraulics Unit recommends that the existing bridge be replaced with a triple-barrel 3.0 m x 2.1 m (10 ft. x 7 ft.) reinforced concrete box culvert at the same location and with approximately the same roadway elevation as the existing bridge. A list of alternatives to be studied, with associated preliminary construction costs, are as follows: Alternate 1 - Replace bridge with a triple-barrel reinforced concrete box culvert in the existing location. Traffic would be detoured along existing secondary roads during construction. Alternate 2 - Replace bridge with a triple-barrel reinforced concrete box culvert in the existing location. Traffic would be maintained during construction with an on-site detour.
