4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Adjacent land use consists of Cape Hatteras National Seashore, Pea Island National Wildlife Refuge, and dredge spoil islands along the backside of Oregon Inlet. These properties are
in conservation for recreational and wildlife uses, along with USACOE placement of dredge spoils associated with dredging of adjacent deep water channels.

4h. Explain the purpose of the proposed project:*
To provide a temporary breasting site for barges holding bridge demolition. Barges will be stationed on the breasting line during bridge demolition for staging activities prior to bridge
demolition disposal on the authorized artificial reef sites. Following demolition of the Bonner Bridge, the breasting piles will be completely removed.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The temporary breasting line consist of 36" hollow steel piles being evenly spaced and aligned in a row, creating a secure tie off/ breasting location for barges. The breasting line will be
a 800 ft. in length consisting of 17 piles just south of Island "C". The location and alignment are shown on the provided map. Breasting piles will be driven by conventional vibratory pile
driving techniques, utilizing crane / hammer / barge system. This breasting line was previously authorized with a NWP33 issued on 2/24/2016.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The contractor has previously coordinated with the USCG station at Oregon Inlet to select sites that provide adequate water depths for safe navigation
and reduce the risk for any adverse interaction with the local mariners. By selecting a site that has been previously used and known depths greater
than 7 ft., the risk of adverse bottom disturbance is eliminated. The proposed breasting line is temporary and will be completely removed following
project completion.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The contractor will utilize 36" hollow steel piles for the breasting pile locations. Utilizing hollow pipe piles reduces bottom disturbance and decreases
installation time. The piles will be placed by use of a vibratory hammer/ crane/ barge operation. The use of a vibratory hammer is generally a less
intrusive way of pile installation, compared to a conventional diesel hammer driving operation.

Throughout the development of the Bonner Bridge replacement project NCDOT has coordinated oath the resource agencies regarding terrestrial and
marine protected species. This coordination included bridge planning phases, as well as construction technique. NCDOT and its contractor will follow
all guidance that was committed to through these protected species coordination efforts with the resource agencies.
