This letter provides the additional information you requested
regarding DWQ Project #05-2082. As requested in item 1 of your
letter the project boundaries are indicated on the enclosed copies
of the NRCS Soil Survey sheet and USGS topographical quadrangle.
Items 2, 3, and 7 are addressed on the enclosed project drawings.
Due to the site-specific circumstances at each of the culvert
locations, and the exemptions of 15A NCAC 02B.0233 for existing
and ongoing uses, the "protected buffers" within the project area
are neglible. Therefore we have not provided overlays of the
buffer area as requested in items 4 and 5, but have provided the
following site-specific descriptions and have enclosed photographs
for each location.
• At culvert location 1 on the inlet side the banks are already
stabilized with rip-rap. The current effort will simply
maintain the existing rip-rap.
• On the outlet side of culvert location 1 the banks are
vegetated, however the area is unstable and is currently
subsiding in several locations (indicated in the enclosed
photographs). This culvert location is within the maintained
surfaces of the airfield and as such the vegetation along the
banks is subject to regular mowing to comply with Federal
Aviation Administration airfield vegetation management
standards.
• Equipment access to the inlet side at culvert location 2
location will require removal of a small number (three or
four) individual trees on the bank above the culvert. This
is the only vegetation impact at this location, the under
story is clear of vegetation due to the dense shading of the
over story.
• The outlet sides of both culvert 2 and 3 are vegetated in
shrubs and vines. However an existing overhead power line
runs within 50' of the culverts and as such the vegetation in

the project area is subject to mowing for power line right of
way maintenance. Additionally the banks at the culvert 3
locations have been stabilized with stone at some point in the
past. Vines are now growing over the stones but the stones are
still clearly visible (see photographs).
Item 6 requested a cross section detail for provision of
aquatic life passage. We have not included such a cross section
in the enclosed drawings because the project has minimal potential
to affect aquatic life passage. Normal stream flow levels will be
maintained throughout the work of the project via water diversion
through adjacent culverts. While the project will do a minor
amount of excavation in the area of the culverts to remove
sediment accumulation it will also be placing rip-rap back in the
area of excavation, therefore the project will not significantly
change the overall grade of the streambed. The project will only
repair, not replace, the existing culverts and therefore the
project will have no effect on the grade of the existing culverts
nor on passage of aquatic life through them.
