The existing condition of the site is cultivated field on the southern portion of the site and forest land on the northern portion of the property along Meeting House Branch. The general
land use in the vicinity is agricultural (row crops) to the south and west of the site and single family detached residential homes to the east.

The proposed project is a new multi -family residential development that will provide 80 units for low and medium income families and is financed by the North Carolina Housing Finance
Agency. Twenty-five percent (25%) of qualified low income units will be affordable to and occupied by households with incomes at or below forty percent (40%) of area median income.

The project includes the construction of four new multi -family residential buildings and a new clubhouse along with associated parking lot, utility and storm drainage improvements. The
site development will include the fill of approArnately 0.03 acres of wetlands and approAmately 801f of intermittent stream for the cosntruction of the rear parking and drive to allowfor
site circulation and installation of a stormwater management pond to meet local stormwater requirements. Also included is an impact to the tar -Pamlico riparian buffer for the installation
of new sanitary sewer main to tie into an wasting sanitary sewer manhole. Convential earth moving equipment will be used for the construction of the project.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The site was desinged to concentrate the development in the upland portion of the property and maximize the separation from Meeting House Branch
in order to minimize the impacts to the ebsting streams and wetlands. The area of fill in the ebsting wetlands and streams has been minimized to the
mabmum extent practical and is necessary for the construction of drive aisle to allow for circulation of emergency vehicles around the site.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The proposed fill slopes have been designed to minimze the proposed impacts. In addtion erosion control measures have been designed to minimize
the potentional for sediment to migrate into the wetlands. Temporary construction fencing will also be utilitized to protect the wetland and buffer areas
and prevent construction equipment from unnecessary clearing or access to the wetland area.
