The Department of Transportation is proposing to grade,
drain, base, and pave SR 1582 Willow Brook Road and SR 1549
Spring Meadow Road in Caldwell County as soon as the
necessary permits are obtained. As part of this project we
are proposing to replace a pipe carrying a stream on each
road. The streams involved are tributaries to Zacks Fork
Creek and are classified by DEM. as C. Therefore, we are
requesting a 404 Nationwide Permit for this project.
I am sending a joint application form for each road, a
roadway typical section with the channel change typical, a
straight line sketch with the proposed erosion control for
each road, notes on pipe installation, and a marked map.
By copy of this letter, I am requesting Ms. Stephanie
Goudreau, Mt. Region Coordinator, to comment directly to you
concerning the 404 Nationwide Permit request.
Also, by copy of this letter, I am requesting
authorization to proceed under Section 401 of the Clean Water
Act from the Division of Environmental Management.
We would like to begin construction as soon as possible.
If further information is required, please let me know. Your
early review and consideration will be greatly appreciated.
