The following Items were previously permitted and are currently installed/allocated: Previously Permitted flow: 0 13,500 GPD Gravity Sewer: • 3,322 LF of 12-inch Force Main: + 20,020 LF of 20-inch • 20,640 LF of 16-inch • 40 LF of 12-inch -f 1 ° L f rn • 12,460 LF of 10-inch 0 400 LF of 8-inch • 820 LF of 6-inch The ECESPS will be expanded to increase the capacity of the pump station. The expansion will occur on the existing pump station site located at the intersection of NC 42 and Castleberry Road. The ECESPS currently receives flows from the Elementary School and local residential communities. The expansion will allow the ECESPS to accommodate wastewater produced by the growing population in this area of Johnston County. This project consists of constructing a new 1 MGD capacity pump station on the existing ECESPS site. The new pump station will include a 10-foot diameter wet well, valve vault, flow meter, electrical modifications, channel grinder and a bypass connection. The existing wet well will be utilized to connect the existing collection system by gravity to the new pump station with 10 LF of 16-inch ductile iron pipe. The new ECESPS will reconnect to the existing force main with 40 LF of 12-inch ductile iron force main. Engineering is our profession. 5ervice is our passion. Division of Water Resources June 10, 2020 Page 2 Currently, the pump station, owned by Johnston County Public Utilities, conveys flows to the 36-inch Neuse River Interceptor (WQ 0016447) located just upstream of the CUCRWWTF (NC0030716). The previously permitted force main sizes and allocated flows reflect this. However, before the competition of this project, Johnston County intends to modify the force main alignment for ECESPS. At the intersection of North Tech Drive and US business 70, flow will be shifted from the existing 16-inch force main to an existing adjacent 12-inch force main that will discharge into a 36-inch interceptor (WQ0041628) at the intersection of Swift Creek Road and US HWY 70. Flows will then be conveyed by gravity to the future Reedy Branch Regional WWPS (in design by others) and pumped to the future 210 WWTF (Under permit review). The upgrade design for the ECESPS, as a part of this project, is based on this new alignment. The only new force main is 40 LF of 12-inch DIP near the pumps station site to connect the new pump station to the existing force main. The remaining force main quantities are existing. No additional wastewater flow is requested for this project. Future flows will be permitted separately from this project. Initial flows to the station will be the existing flows to ECESPS. The existing ECESPS pumps to the Johnston County Regional WWTF, The ECESPS also has a 6-inch force main connection to the Town of Clayton, which will remain as an emergency connection. The current permit specifies a condition for 19,926 LF of 16-inch force main that operates below 2 ft/sec (starting near NC42 and the Neuse River to the intersection of North Tech Drive and US 70) be added to the County's high priority sewer lines. This condition will still apply. We do have an interim plan to send flow to the Landfill EQ facility and then on to the CJCRWWTF until the 210 WWTF is operational and of course, there is the option to continue on the current path at a lower flow rate. Hi Ted, Under the permitted conditions proposed, the pump station will only have an emergency by-pass pumping connection to the 6" FM to the Town of Clayton. The pumps in the wetwell will not be directly connected to that force main. Under normal operating conditions flow from this station will be received at the project recently permitted as WQ0041628 and eventually make it to the new 210 WWTF (currently under permitting review). In future emergency situations, the flow may be routed along US 70 Bus to the CJCRWWTF as it currently travels. Eddie Sasser, might be able to add detail on the conditions of the normal and emergency pumping situations if needed. Hope that made sense. The narrative indicates that the current flow from this PS pumps to the Central Johnston County regional WWTP, and also has a 6" FM connection to the Town of Clayton. The narrative also states this PS will pump to the future 210 WWTP (under permit review). Our question is: Will this PS have the capability to pump to all 3 different WWTPs? If so, will there be 1 WWTP that will receive all the flow under normal operating conditions? Or how will the flow be distributed? As a reminder, the comments you provided are below. A brief response is provided in red for each comment. DENR Comments: • Item V of the application was not completed as required. Please have this info included in the application as required. • Item V has been revised and downstream sewer information is now provided. • Per Johnston County, the future 210 WWTF that is current under permitting review. Permit number is unknown at this time. • Item 11.2 of the application notes this application is a modification to permit W00031645. When a permit is modified, the current permit becomes void and is replaced by the modified permit. All piping, flows, conditions, contained in the current permit additional piping, flows, etc. that will be included in this project must now be included in the modified permit. The current permit, (permit No. W00031645 modification, issued July 2, 2008), included 820 If of 6-inch FM, 13,500 gpd to serve the East Clayton Elementary School area, 3,362 If of 12-inch gravity sewer, 20,020 If of 20-inch gravity, 20,640 If of 16-inch gravity, 12,460 If of 10-inch gravity, 400 If of 8-inch gravity. All of this sewer line and flow must be included in the application, unless it was/will be removed from the project. Please modify the application to reflect what will be/was actually installed in the ground, and the flow, that will be permitted in this modified permit. o The Cover letter has been revised and an attachment for the FTA is provided to reflect what has been previously permitted and what is new for this project. • The current permit also includes (condition 18) that the 19,926 If of 16-inch gravity operating below 2 ft/sec (starting near NC 42 and the Neuse River to the intersection of North Tech Drive and US 70) is to be designated as a high priority sewer. This segment of pipe must be added to the County's list of high priority sewer lines and inspected/ flushed/maintained as required. This condition will be included in the modified permit. Please note this in the revised application and narrative as needed. o The cover letter has been revised to include this high priority segment. The narrative stated that the new pump station will include a "permanent bypass." Please explain what is meant by "permanent bypass". o The phrase "permanent bypass" has been revised to "bypass connection". Please have this info included in the application as required. Item 11.2 of the application notes this application is a modification to permit WQ0031645. When a permit is modified, the current permit becomes void and is replaced by the modified permit. All piping, flows, conditions, contained in the current permit plus additional piping, flows, etc. that will be included in this project must now be included in the modified permit. The current permit, (permit No. WQ0031645 modification, issued July 2, 2008), included 820 If of 6-inch FM, 13,500 gpd to serve the East Clayton Elementary School area, 3,362 If of 12- inch gravity sewer, 20,020 If of 20-inch gravity, 20,640 If of 16-inch gravity,12,460 If of 10-inch gravity, 400 If of 8-inch gravity. All of this sewer line and flow must be included in the application, unless it was/will be removed from the project. Please modify the application to reflect what will be/was actually installed in the ground, and the flow, that will be permitted in this modified permit. - The current permit also includes (condition 18) that the 19,926 If of 16-inch gravity operating below 2 ft/sec (starting near NC 42 and the Neuse River to the intersection of North Tech Drive and US 70) is to be designated as a high priority sewer. This segment of pipe must be added to the County's list of high priority sewer lines and inspected/flushed/maintained as required. This condition will be included in the modified permit.
