Randy,
Upon further study of your design, I concur that minimization of potential channel instability upstream and
downstream of the culvert has been met. Invert burial will not be required per General Condition number 1 in
our June 16, 2020 approval letter. Project No 20200699.
Please let me know if you need anything further. These emails will be archived in the project file for future
reference.

Based on the current guidance to minimize the spread of COVID-19, the Department of Environmental Quality has
adjusted operations to protect the health and safety of the staff and public. Many employees are working remotely or
are on staggered shifts. To accommodate these staffing changes, all DEQ office locations are limiting public access to
appointments only. Please check with the appropriate staff before visiting our offices, as we may be able to handle your
requests by phone or email. We appreciate your patience as we continue to serve the public during this challenging
time.

Our plan does call for a rock cross vane at the inlet to minimize head -cut, and a keyed -in class I riprap outlet channel to
minimize scour. Plans are attached for reference. Thanks for taking a look at this.

I'll review the plans again and get back to you later today or tomorrow. The concerns are that a head -cut may develop at
inlet end or scour/instability at outlet with subsequent storm events. Can your design minimize the potential for channel
instability caused by storm events?

Mr. Wanucha,
Hope you are doing well. I wanted to reach out regarding General Condition #1 for the attached 401
Approval. The plans we submitted with the PCN do not propose burying the 54" culvert. Burying the
culvert was considered during the design process, however we concluded that due to the intermittent
nature of the stream and slope of the pipe (4.3%) it would most likely not accumulate bed material
naturally or retain bed material placed manually. Therefore we decided not to bury the pipe 1.0 foot.
However, after reading General Condition #1 1 wanted to discuss this with you and see if you concur
with our design?
Thanks,
Randy
