Troy,
I've reviewed your application requesting a Water Quality Certification and Buffer Authorization for the culvert
replacement on Sand Clay Rd in Kinston (DWR project # 20200463). These impacts are covered under Water Quality
General Certification No. 4132. Permanent stream impacts are below 40 linear feet, therefore written approval is not
required provided adherence to the conditions in GC 4132 which can be found at the following link:

This activity is considered a road crossing in the table of uses under the Neuse Buffer Rules [15A NCAC 213.0233
(6)]. Buffer impacts are less than 1/3 of an acre, therefore this activity is exempt and will not require a Buffer
Authorization.
