4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The property sits on a high bluff that overlooks the ICWW. A large, deep ditch runs between the subject property and the eastern properties (see aerial and on -site photographs).
Normal high water encroaches into the lower reaches of the ditch, where the ditch flattens out and discharges into the ICWW. The limits of NHW has been verified by the NC Division of
Coastal Management. Residential development borders the property, to the east, while commercial development borders the property to the west. Arendell Street borders the property,
on its northern side, and the ICWW borders the property, on its southern side. The site has recently been cleared of underbrush, however the ditch and it's banks have remained
untouched. Large walnut trees are the only woody vegetation that remains within buildable area of the site.

4h. Explain the purpose of the proposed project:*
The purpose of this project is to construct a driveway and install a sewer line, which will serve a single family dwelling.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project will consist of installing a 104' x 60" RCP, with 30' x 17' 18", Class B rip -rap, energy dissipator, on the downstream on of the pipe. The pipe will be set at existing grade and
the rip -rap will be keyed into the ditch bed. Clean earthen fill will be used to cover the pipe and will serve as the roadbed for the 11' wide driveway. The fill will be graded to provide 3:1
side slopes and Will be stabilized With sod.

The Applicant explored using the existing access drive, off Arendell Street, but due to the level of traffic on this road, found it ingress/egress would be
safer through the Oak Street. Thus, impacts were not avoidable.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The Applicant adequately sized the pipe to ensure it would handle the amount of runoff coming down the feature. Additionally, S&EC measures will be
installed prior to undertaking land disturbing activities and work, within the ditch, will take place during a dry period.
