The current PCN you have submitted goes statutory on 6/29/2020. If resubmittal is anticipated to be close to or after this date, DWR will need to issue a denial letter. As such, when you are ready to get this project moving again, you can resubmit the request for authorization under GP50 and include the revised PCN impact table and revised plans that you emailed me on May 7t" (or most recent plans if there have been any other revisions). The plans should also show how the stream ties into each pipe. Currently, the plans at site 2A in particular show the pipe and the stream starting at a different location so the stream is not even shown going into the pipe. This needs to be addressed. I'd also like to clarify where this stream outlets as there a lot of pipes in this area. Does the pipe that carries the stream outlet at site 2B. again, just make sure your revised submittal addresses this. Lastly, I'd like to note that we typically don't accept streams that are piped into stormwater systems as Site 2A is and would require the stream to be placed in a culvert that maintains stream width and depth and aquatic passage. Typically in this scenario, I would say that everything above the stream is a loss since the stream within pipe doesn't maintain stream dimensions and fish passage is lost and mitigation would be required for the upstream length as well as the piped lenght. This stream seems to be piped for a long distance and of poor quality (if I recall correctly) and there is very limited stream length above the pipe so in this particular case, aquatic passage is no longer a concern. I just want you to be aware of this as for future projects the stream should be placed within an appropriate culvert unless you have some really good justification for that not to happen and are willing to mitigate for everything cut off upstream.
