The subject site is proposed for an industrial park development located adjacent to the Franklin County Airport in Louisburg, Franklin County, North Carolina. As shown online at the U.S. Environmental Protection Agency's (EPA), Enviromapperwebsite, the site is located in the Upper Tar River Basin (HUC Code 03020101). ' The proposed Triangle North Industrial Park includes a two-lane roadway (Airport Road Extension) which will service the proposed Park. Wetland, stream, and buffer impacts in association with this proposed roadway are included in this PCN Package. This PCN Package does not include information for the remaining infrastructure and Industrial Park as wetland, stream, and buffer impacts are not anticipated in ' association with these tasks. The NC Natural Heritage Program indcates that they have no record of rare species, significant natural communities, or significant natural heritage areas at the site nor within a mile of the project area. ' Aquatic systems within the vicinity of the project area are known to provide habitat for the federally-endangered dwarf wedge mussel (Alasmidonta heterodon). The Service is concerned about the potential impacts the proposed action might have this species. Based on documented findings of this species in the vicinity of the proposed project, the Service recommends that any impact to aquatic systems he avoided if possible. In the event that stream impacts are unavoidable, the Service recommends formal mussel surveys be conducted on all streams with suitable habitat for the species within or adjacent to the project site. Surveys should be conducted a minimum of 100 meters upstream and 400 meters downstream of all stream crossings and by qualified biologists with the appropriate state and federal permits to survey for these species. 1 1 1 Aquatic resources are hi?,ghly susceptible to sedimentation.
