NOTES:
1. ALL STORM, SEWER, WATER AND SEDIMENT/ EROSION CONTROLS TO

Right-of-Wav Obstruction Notes:
• Street, Lane, and Sidewalk closures or detours: Prior to any work that impacts the
right-of-way or closing of any street, lane, or sidewalk, the contractor must apply for a
permit with Right -of -Way Services.
• A permit request with a traffic control and/or pedestrian plan shall be submitted to
ri,;htofwayseryices@raleighnc.i;ov at www.raleiehnc.t;oy Keyword "Right -of -Way
Services.
■ Prior to the start of work, the Client shall schedule a Pre -Construction meeting with the
Engineering Inspections Coordinator to rev'few the specific components of the approved
plan, and ensure all permits are issued.
• The City of Raleigh requires an approved Right -of -Way Obstruction Permit for work on
any public street or sidewalk and NCDCT road within Raleigh's Jurisdiction.
■ All Traffic Control 5ignage and practices shall adhere to the Manual on Uniform Traffic
Control, and the latest edition of the NCDOT "Standard Specification for Roadway
Structures', NCDOT "Roadway Standard Drawing Manual", and the NCDOT supplement
to the MUTCD.
• All public sidewalks must be accessible to pedestrians who are visually impaired and/or
people with mobility concerns. Existing and alternative pedestrian routes during
construction shall be required to be compliant with the Public Rights of Way
Accessibility Guidelines (PROWAG), the ADA Standards for Accessible Design and the
Manual on Uniform Traffic Control Devices (MUTCD).

ATTENTION CONTRACTORS
The Construction Contractor responsible for the extension of water,
sewer and/or reuse, as approved in these plans, is responsible for
contacting the ENGINEERING SERVICES at (919) 996-2409, and the
PUBLIC UTILITIES DEPARTMENT at (919) 996-4540 at least twenty
four hours prior to beginning any of their construction.
FAILURE to notify both City Departments in advance of beginning
Construction, will result in the issuance of monetary fines, and require
reinstallation of any water or sewer facilities not inspected as a result
of this notification failure.
FAILURE to call for Inspection, Install a Downstream Plug, have
Permitted Plans on Job site, or any other Violation of City of Raleigh
Standards will result in a Fine and Possible Exclusion from future work
in the City of Raleigh.

CONSTRUCTION SEQUENCE
GENERAL:
1. OBTAIN A LAND DISTURBING PERMIT.
2. SUBMIT DOCUMENTATION REQUIRED UNDER THE SITE NPDES STORMWATER PERMIT FOR CONSTRUCTION ACTIVITY (NCGO10000) TO STORMWATER
INSPECTIONS THROUGHOUT THE PROJECT.
3. PRIOR TO BEGINNING CONSTRUCTION, CALL THE STORMWATER INSPECTIONS REGIONAL COORDINATOR AT (919) 279-1308 TO SCHEDULE AN ON -SITE
PRECONSTRUCTION MEETING.
4. GROUND COVER SHALL BE PROVIDED AS FOLLOWS:
a. FOR ALL AREAS OF MODERATE AND/OR STEEP SLOPES, PROVIDE TEMPORARY GROUND COVER IF THE SLOPE HAS NOT BEEN DISTURBED FOR A PERIOD
OF FOURTEEN (14) DAYS.
b. PROVIDE GROUND COVER SUFFICIENT TO RESTRAIN EROSION ON ANY PORTION OF THE SITE UPON WHICH FURTHER LAND -DISTURBING ACTIVITY IS NOT
BEING UNDERTAKEN WITHIN FOURTEEN (14) CALENDAR DAYS OF TEMPORARILY OR PERMANENTLY SUSPENDING LAND DISTURBING ACTIVITY.
c. ESTABLISH PERMANENT GROUND COVER SUFFICIENT TO RESTRAIN EROSION WITHIN FOURTEEN (14) CALENDAR DAYS FOLLOWING COMPLETION OF
CONSTRUCTION OR DEVELOPMENT AND/OR PRIOR TO FINAL INSPECTION.
5. INSTALL ADEQUATE EROSION AND SEDIMENT CONTROL MEASURES AND/OR INCREASE MAINTENANCE FREQUENCY WHERE APPROVED MEASURES FAIL TO
PREVENT ACCELERATED EROSION, OFF -SITE SEDIMENTATION, OR REPETITIVE NON-COMPLIANCE ISSUES.
6. MODIFICATIONS TO THE APPROVED AND PERMITTED PLANS SHALL BE APPROVED BY STORMWATER INSPECTIONS PRIOR TO REMOVAL OR INSTALLATION.
CONTACT THE STORMWATER INSPECTIONS REGIONAL COORDINATOR AT (919) 279-1308 TO REQUEST AN INSPECTION AND OBTAIN A STORMWATER
INSPECTOR'S SIGN -OFF ON THE PLANS OR AN APPROVED FIELD REVISION.
7. MAINTAIN ALL EROSION AND SEDIMENT CONTROL MEASURES IN GOOD WORKING ORDER. SILT FENCE, INLET PROTECTION, AND OTHER SIMILAR
MEASURES MUST BE CLEANED OUT BEFORE THEY ARE HALF FULL. CLOGGED STONE FILTERS MUST BE REFRESHED/REPLACED. SILT FENCE CAN NOT HAVE
HOLES OR TEARS.
SITE IMPROVEMENTS
8. INSTALL ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES AND THE CONSTRUCTION ENTRANCE AND SILT FENCING AS CALLED FOR ON THE
PLANS. LIMIT CLEARING AND LAND DISTURBING ACTIVITY TO THE AREA NECESSARY TO INSTALL THE PERMITTED MEASURES.
9. CALL THE RAPID RESPONSE NUMBER (919) 857-4412 TO SCHEDULE A STORMWATER SITE INSPECTION.
10. REMOVE AND STORE EXISTING WOODEN FENCE AT 1723 KAYLA COURT.
11. PERFORM CLEARING, GRUBBING, AND DEBRIS REMOVAL AS SHOWN ON THE PLANS FOR CONSTRUCTION ACCESS TO THE STREAM AND HEADWALL AREA.
TREES ON THE SLOPE ABOVE THE EXISTING PIPES TO REMAIN UNTIL THE HEADWALL AND BACKFILL HAVE BEEN INSTALLED.
12. INSTALL STREAM PUMP AROUND TO PROTECT WORK AREA ALONG BANK.
13. CONSTRUCT HEADWALL FOOTING.
14. EXTEND DUAL 84-INCH CMP PIPES AND INSTALL HEADWALL DRAINAGE SYSTEM.
15. PLACE FLOWABLE FILL IN VOIDS ALONG THE PIPE TO THE SPRING LINE AS SHOWN ON THE PLANS.
16. CONSTRUCT HEADWALL AND BACKFILL BEHIND THE WALL WITH SELECT MATERIALS AS CALLED FOR ON THE PLANS.
17. COMPLETE STREAM ADJUSTMENTS AND INSTALL ROCK TOE, SEED AND MAT BANKS DAILY AS WORK PROGRESSES.
18. REMOVE TREES ON SLOPE ABOVE PIPES.
19. COMPLETE GRADING OPERATIONS TO ELEVATIONS SHOWN ON THE PLANS FROM THE HEADWALL TOWARDS BURGESS COURT AND INSTALL
STABILIZATION MEASURES. SEE STABILIZATION AND PLANTING PLAN SHEET.
20. COMPLETE GRADING, SEEDING AND MATTING TO STABILIZE GRADES AREAS OUTSIDE OF THE STREAM BANKS WITHIN THE FLOODPLAIN.
21. COMPLETE INSTALLATION OF SIDEWALK AND CURB AS DISTURBED FOR CONSTRUCTION. IF REQUIRED.
22. SEED ALL DISTURBED NON -PAVED AREAS. SEEDING AND MULCHING PER THE APPROVED PLANS AND SPECIFICATIONS.
23. INSTALL WOODY VEGETATION AS CALLED FOR ON THE PLANTING PLAN.
SITE COMPLETION
24. ONCE GRADING IS COMPLETE AND THE SITE IS STABILIZED, CALL THE STORMWATER INSPECTIONS REGIONAL COORDINATOR AT (919) 279-1308 TO REQUEST
AN INSPECTION AND OBTAIN APPROVAL TO REMOVE TEMPORARY MEASURES. DO NOT REMOVE TEMPORARY MEASURES WITHOUT PRIOR STORMWATER
INSPECTOR APPROVAL.
25. ONCE GRADING IS COMPLETE, TEMPORARY MEASURES ARE REMOVED, AND THE SITE IS STABILIZED, CALL THE RAPID RESPONSE NUMBER (919) 857-4412 TO
SCHEDULE A STORMWATER FINAL INSPECTION.
26. COMPLETE AS -BUILT SURVEY.

1. FENCES: THE CONTRACTOR SHALL REMOVE AND RESET ALL FENCES AS NOTED IN THE PLANS AND/OR AS DIRECTED BY THE ENGINEER. THE EXACT

THE CONTRACTOR SHALL TAKE THE PROPER PRECAUTIONS TO ENSURE THE STABILITY AND SAFE PERFORMANCE OF ALL STRUCTURAL ELEMENTS DURING
CONSTRUCTION. THE CONTRACTOR SHALL ENSURE THAT BUILDING FOOTINGS ARE NOT UNDERMINED IN THE CONSTRUCTION OF RETAINING WALL
FOUNDATIONS.
WHEN PLACING AND COMPACTING ENGINEERED FILL, CARE SHOULD BE TAKEN TO NOT DAMAGE THE PIPES BY FREE -FALLING MATERIAL. HAND
GUIDED COMPACTION EQUIPMENT SHOULD BE USED WITHIN 2 FEET OF THE CULVERTS, LATERALLY AND VERTICALLY.
NO CONSTRUCTION VEHICLES SHALL DRIVE WITHIN 2 FEET OF FILL FACE OF THE RETAINING WALL ONCE BACKFILL HAS BEEN PLACED.
TEMPORARY BRACING
CONTRACTOR IS RESPONSIBLE FOR BRACING, WITHOUT OVERSTRESSING, ALL STRUCTURAL ELEMENTS AS REQUIRED AT ALL STAGES OF
CONSTRUCTION UNTIL COMPLETION OF THE PROJECT. PROVIDE TEMPORARY LATERAL SUPPORT FOR ALL WALLS UNTIL WALLS ARE
ADEQUATELY BRACED BY PERMANENT STRUCTURAL MEANS.
GEOTECHNICAL INFORMATION
ALLOWABLE DESIGN SOIL BEARING PRESSURE IS TAKEN AS 4000 PSF BASED ON THE AVAILABLE GEOTECHNICAL INFORMATION.
THE SITE SHALL BE PREPARED UNIFORM IN ACCORDANCE WITH CIVIL DRAWINGS, SPECIFICATIONS, AND THE DESIGN SOIL BEARING
PRESSURE. A LICENSED GEOTECHNICAL ENGINEER SHALL VERIFY ALL ASSUMPTIONS AND REPORT ANY VARIATIONS TO THE ENGINEER.
ALL EXCAVATIONS AND FOOTINGS SHALL BE INSPECTED BY A LICENSED GEOTECHNICAL ENGINEER TO VERIFY THE DESIGN ASSUMPTIONS
AND REPORT ADVERSE CONDITIONS.
WHERE FILL IS REQUIRED, IT SHALL BE PLACED IN ACCORDANCE WITH INSTRUCTIONS OF A LICENSED GEOTECHNICAL ENGINEER TO MAINTAIN

COMPLETION OF CONSTRUCTION OR DEVELOPMENT AND/OR PRIOR
TO FINAL INSPECTION.
5. INSTALL ADEQUATE EROSION AND SEDIMENT CONTROL MEASURES
AND/OR INCREASE MAINTENANCE FREQUENCY WHERE APPROVED
MEASURES FAIL TO PREVENT ACCELERATED EROSION, OFF -SITE
SEDIMENTATION, OR REPETITIVE NON-COMPLIANCE ISSUES.
6. MODIFICATIONS TO THE APPROVED AND PERMITTED PLANS SHALL BE
APPROVED BY STORMWATER INSPECTIONS PRIOR TO REMOVAL OR

WORKING ORDER. SILT FENCE, INLET PROTECTION, AND OTHER SIMILAR
MEASURES MUST BE CLEANED OUT BEFORE THEY ARE HALF FULL.
CLOGGED STONE FILTERS MUST BE REFRESHED/REPLACED. SILT FENCE
CAN NOT HAVE HOLES OR TEARS.

8. INSTALL ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES
AND THE CONSTRUCTION ENTRANCE AND SILT FENCING AS CALLED FOR
ON THE PLANS. LIMIT CLEARING AND LAND DISTURBING ACTIVITY TO
THE AREA NECESSARY TO INSTALL THE PERMITTED MEASURES.
9. CALL THE RAPID RESPONSE NUMBER (919) 857-4412 TO SCHEDULE A

10. UPON APPROVAL OF THE STORMWATER SITE INSPECTION, COMMENCE

14. CUT PROPOSED CHANNEL AND MOVE. DO NOT OPEN PROPOSED CHANNEL FOR WATER TO FLOW
THROUGH.
15. BUILD INSTREAM STRUCTURES WITHIN NEWLY CONSTRUCTED CHANNEL. FILL CHANNEL BOTTOM WITH
STONE.
16. COVER INNER BENCH, SIDE SLOPES AND FLOODPLAIN TERRACE IN COIR MATTING.
17. OPEN NEW CHANNEL FOR WATER TO FLOW THROUGH. FILL IN THE EXISTING CHANNEL.
18. PLANT THE CHANNEL ACCORDING TO THE PLANTING PLAN.
19. SEED ALL DISTURBED NON -PAVED AREAS. SEEDING AND MULCHING PER
THE APPROVED PLANS AND SPECIFICATIONS.

23. COMPLETE AS -BUILT SURVEY.
EROSION CONTROL NOTES:
1. ALL EROSION CONTROL MUST BE SET-UP AND INSPECTED PRIOR TO

8. TREES AND SHRUBS SHALL BE WARRANTED FOR 100% SURVIVAL AT ONE YEAR- AFTER PLANTING, IF AT THE END OF ONE YEAR ANY
PLANTS ARE DEAD OR DEAD LIKE CONDITION, RE -PLANTING OF SUFFICIENT STOCK TO COMPLY WITH AN 100% SURVIVAL RATE SHALL BE

9. CONTRACTOR SHALL PROVIDE FOR ONE YEAR VEGETATION MAINTENANCE, WHICH SHALL INCLUDE WATERING, FERTILIZATION, PEST CONTROL,

THOROUGHLY.
4. IMMEDIATELY AFTER A TREE IS PLANTED, IT SHOULD BE SUPPORTED WITH STAKES AND GUY WIRES TO FIRMLY

SEQUENCE OF CONSTRUCTION FOR TYPICAL PUMP AROUND
1. INSTALL SPECIAL STILLING BASINS AT THE DOWNSTREAM END OF THE DESIGNATED PROJECT WORKING AREA.
2. THE CONTRACTOR WILL INSTALL THE PUMP AROUND PUMP AND THE TEMPORARY PIPING THAT WILL CONVEY
THE BASE FLOW FROM UPSTREAM OF THE WORK SITE.
3. INSTALL UPSTREAM IMPERVIOUS DIKE AND BEGIN PUMPING OPERATIONS FOR STREAM DIVERSION.
4. INSTALL THE DOWNSTREAM IMPERVIOUS DIKE AND PUMPING APPARATUS IF NEEDED TO DEWATER THE
ENTRAPPED AREA. THE PUMP AND HOSE FOR THIS PURPOSE SHALL BE OF SUFFICIENT SIZE TO DEWATER
THE WORK AREA. THIS WATER WILL FLOW INTO A SPECIAL STILLING BASIN.
5. THE CONTRACTOR WILL PERFORM STREAM RESTORATION WORK IN ACCORDANCE WITH THE PLAN AND
FOLLOWING THE GENERAL CONSTRUCTION SEQUENCE.
6. THE CONTRACTOR WILL EXCAVATE ANY ACCUMULATED SILT AND DEWATER BEFORE REMOVAL OF THE
IMPERVIOUS DIKE. REMOVE IMPERVIOUS DIKES, PUMPS, AND TEMPORARY FLEXIBLE HOSE/PIPING STARTING
WITH THE DOWNSTREAM DIKE FIRST.
7. ONCE THE WORKING AREA IS COMPLETED, REMOVE THE STILLING BASINS AND STABILIZE DISTURBED AREAS
WITH SEED AND MULCH.
1. EXCAVATION SHALL BE PERFORMED IN ONLY DRY SECTIONS OF CHANNEL.
2. IMPERVIOUS DIKES SHOULD BE USED TO ISOLATE WORK AREAS FROM
STREAM FLOW.
3. THE CONTRACTOR SHALL NOT DISTURB MORE AREA THAN CAN BE
