Please reference the Coastal Area Management Act permit (CAMA permit 124-92) for the subject project, issued to the North Carolina Department of Transportation on December 10, 1992. Condition 10 of this permit stated that "Any necessary relocation of any utility lines must be by modification of this permit." With this condition in mind, members of NCDOT's Design and Planning and Environmental Branches met with Mr. Bob Stroud (DCM-Wilmington) and Mr. Jeff Richter (COE-Wilmington) on February 8 to discuss utility line relocation options in the two areas of coastal wetlands. At this meeting, NCDOT proposed to place a 10" pvc sewer line on the ocean side and a 12" pvc water line on the sound side of the two bridges. To place these utility lines, NCDOT proposed to excavate a 4 foot wide, three foot deep ditch on either side of each bridge. A five foot wide work area would be required on either side of the excavated ditches, with an eight foot wide material storage area provided on one side of each ditch (see Figure la). These ditches would be 25' from the centerline of the bridges. This alternative would lead to the temporary excavation of approximately 5000 square feet of coastal wetlands, with the temporary disturbance of an additional f . 20500 square feet disturbed by construction activities. After completion of the utility line relocation, the ditches would be back filled to original ground elevation, and natural revegetation allowed to take place. The estimated cost of this proposal is $72,800. At this meeting, NCDOT was asked to examine some alternative designs that could lead to a minimization or avoidance of wetland impacts, such as utilizing a pier system for the utility lines, utilizing directional borings to avoid wetland impacts, performing ditch excavations from the bridge structures to avoid construction impacts to the marsh, placing both utility lines in the same ditch, attaching the lines to the bridge structure, and locating the lines beneath the storm water control weirs planned for the sound side of each bridge, thus eliminating the need for additional excavation. NCDOT has examined these alternatives, and offers the following comments on each option. The alternative for attaching the lines to the bridge structure was eliminated from consideration because NCDOT design specifications will not allow for drilling into a cored slab bridge. The storm water control weirs will be made of driven sheet pilings, and no excavation will be required to place these structures. In order to place the utility lines in this area, a four foot wide ditch with adjacent work areas would still be required. Therefore, placing the utility lines beneath or next to the weirs would not lead to a reduction in wetland impacts. By utilizing a pier system, wetland impacts could be reduced to the areas where the piers would be placed (see Figure lb), approximately 1800 square feet. This impact would be permanent. The type of pipes required for this option, restrained joint ductile iron, would require periodic painting and maintenance, leading to future marsh impacts associated with this option. The cost of this alternative has been estimated at $186,750. Due to the increased cost and maintenance requirements, as well as the permanent loss` of 1800 square feet of wetland habitat, NCDOT does not believe that this option is currently a practicable alternative. By utilizing a directional boring system, whereby borings would be done from outside the wetlands limits and steel encased pipes jacked in below the wetlands, no coastal wetlands be impacted (see Figure lc). However, this method would be hard to implement because long bores are difficult to keep on alignment, and a well system would be needed to keep the boring holes dry. This method would also be the most expensive to construct, costing an estimated $221,250. Because of the increased cost and engineering difficulties associated with this alternative, NCDOT wishes to pursue other options. NCDOT bridge design engineers have stated that work could be performed off of the bridge if absolutely necessary, but this option is highly undesirable for several reasons. If the excavation were to be done off of the bridge structures, special equipment would be needed to perform the excavation, and dump trucks would be required to store the material. Additionally, there are concerns over possible damage to grout in the longitudinal joints between the cored slab units, possible damage to the parapet reinforcing steel projecting from the exterior cored slab units and possible damage to the integrity of the sealant in the bridge expansion joints. It must also be noted that the clamshell dredge needed to do the excavation from the bridges would not be able to excavate a neat four foot wide trench, as can be done with a backhoe. It is more likely that the trench would be 8 to 10 feet wide (see Figure ld). Therefore, the area of temporary excavation would be approximately 11,000 square feet. This method would cost an estimated $101,400, although repair of any damage to the bridge would increase this value. This method would take the longest to construct, requiring that the relocation not begin until after completion of the bridges structures. NCDOT does not wish to pursue this option due to the engineering difficulties and possibility of damage to the bridge structures. Another option examined was to place both the water and sewer lines on the same side of the structure. Ductile iron pipe would be necessary and the sewer line would be required to be a minimum of 18 inches deeper than the water line (see Figure le). Permission from the Division of Environmental Management would also be necessary to place water and sewer lines so close together. Because of the wet conditions of the area, a deep trench would be difficult to build and maintain. This method would cost an estimated $146,300 and would lead to the temporary excavation of approximately 700,0 square feet of wetland, with an additional 9300 square feet disturbed by the construction activities. Due to the increased cost and limited savings in wetland impact, NCDOT does not propose this alternative. With the above stated information in mind, NCDOT still believes that our original proposal, to place a 10" pvc sewer line on the ocean side and a 12" pvc water line on the sound side of the two bridges, as shown in Figure la, and to perform the excavations from within the marsh, is the most feasible available alternative. We are therefore requesting that the permit be modified to allow for the authorization of the utility line relocation, utilizing our original proposal as described on the first page of this correspondence. A check for $50 to cover the processing of this application will be forwarded to your office within the next week. By copy of this letter, we are also requesting modification of the Section 404 permit issued by the U.S. Army Corps of Engineers and the 401 Water Quality Certification from the N.C. This project included two bridges over areas of coastal marsh. After final project design plans were completed, it was determined that additional marsh excavation would be required to build the forms needed to construct the bent caps of the two bridges. This excavation will be necessary due to the similarity of the elevations of the marsh and the bridge. It would be impractical to raise the elevations of the two bridges, as this would require project redesign and would also increase the construction footprint and right of way claims on either side of the bridges due to increased fill slopes. The actual bent caps are 3514"x4'011. To be able to build the forms needed to pour the caps, an additional 1'6" will need to be excavated on all sides of the cap. This will lead to an necessary excavation of 3814"x7'0" for each cap. The depth of the proposed cut will vary depending on the marsh elevation, but there must be two feet between the ?,aVr a bottom of the cap and the bottom limit of the excavation. The depth of cut and excavation volumes are shown on the enclosed foundation excavation quantity work sheets. After the concrete bent caps have cured, the forms will be removed. Because several of the bent caps will extend below natural ground elevation, it is not proposed to refill the areas of excavation. It is expected that, while vegetative species will likely not recolonize these areas, the depressions should yield healthy benthic invertebrate communities. The North Carolina Department of Transportation requests that the CAMA permit be modified to allow for the extra excavation underneath the bent caps. Included for your information are a set of drawings showing the areas of excavation for both bridges, as well as a set of foundation excavation quantity work sheets. A check for $50 to cover the processing of this application will be forwarded to your office within the next week. Please reference the Coastal Area Management Act permit (CAMA permit 124-92) for the subject project, issued to the North Carolina Department of Transportation on December 10, 1992. This project included two bridges over areas of coastal marsh. After final project design plans were completed, it was determined that additional marsh excavation would be required to build the forms needed to construct the bent caps of the two bridges. This excavation will be necessary due to the similarity of the elevations of the marsh and the bridge. It would be impractical to raise the elevations of the two bridges, as this would require project redesign and would also increase the construction footprint and right of way claims on either side of the bridges due to increased fill slopes. The actual bent caps are 35'41lx4'011. To be able to build the forms needed to pour the caps, an additional 116" will need to be excavated on all sides of the cap. This will lead to an necessary excavation of 38'4"x7'0" for each cap. The depth of the proposed cut will vary depending on the marsh elevation, but there must be two feet between the bottom of the cap and the bottom limit of the excavation. The depth of cut and excavation volumes are shown on the enclosed foundation excavation quantity work sheets. After the concrete bent caps have cured, the forms will be removed. Because several of the bent caps will extend below natural ground elevation, it is not proposed to refill the areas of excavation. It is expected that, while vegetative species will likely not recolonize these areas, the depressions should yield healthy benthic invertebrate communities. The North Carolina Department of Transportation requests that the CAMA permit be modified to allow for the extra excavation underneath the bent caps. Included for your information are a set of drawings showing the areas of excavation for both bridges, as well as a set of foundation excavation quantity work sheets. A check for $50 to cover the processing of this application will be forwarded to your office within the next week. By copy of this letter, we are also requesting modification of the Section 404 permit issued by the U.S. Army Corps of Engineers and the 401 Water Quality Certification from the N.C. Division of Environmental Management. A second permit modification request, dealing with utility line placement through the marshes, will be submitted within the next few weeks. NCDOT is currently studying options regarding this issue, and a final decision on our proposed course of action is due within the next two to three weeks.
