Enclosed please find a copy of the revised Short Term Monitoring Plan for the Town of
Cleveland. The plan was revised to reflect current detection concentration changes as noted
in the Practical Quantitation handout.

A. Sampling Points(Table 2)
I -Influent-prior to mixing with side streams-using regular composite sample
collected for NPDES monitoring and STMP sampling
2 -Effluent-after all treatment including dechlorination-use regular composite sample
collected for NPDES monitoring and STMP sampling
3 -Activated Sludge Basin—garb samples taken from each of the two aeration basins
4 -Sludge to Disposal- sample sludge going to final disposal at land application site
5 - SIUs—locations described in IUPs,at present only one SIU is releasing to the

The monitoring points are illustrated on table 1. The effluent flow is monitored and recorded
during each sampling event and is used for all flow calculations in the Headworks Calculation.
Flow for the sludge to disposal is determined from the sludge taken from the digestor basin to be
land applied. These numbers are provided by the contract land application operator and are
recorded in the annual land application report.

Significant Industrial User(ISU)Monitoring is conducted according to the permit issued to each
SIU. Data collected by both the POTW and the SIU's self-monitoring samples is used. The
frequency of the SIU sampling is conducted in accordance with the permit issued to the SIU.

Sampling,preservation,and analytical method must be from 40 CFR 136.
* Graphite Furnace Determinations are required to attain the desired detection level for the
metals.However,analysis of Aeration Basin and Sludge to Disposal samples often cannot meet
these detection levels. In this case,analysis of these samples must obtain a detection level at least
as stringent as the applicable inhibition criteria or sludge ceiling standard.
** All Aeration Basin and Sludge to Disposal samples will be grab.

*** Mercury for the Effluent will be analyzed by method 1631.All other sampling points will
measure Mercury by method number 3112B.
