full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,

Section 1. Facility Overview:
The Wanchese Seafood Industrial Park WWTP is a facility not currently operating. An
ATC has been issued, but an engineer's certification will be required prior to operation
commencing. When facility is built, discharge will be continuous with a 0.011 MGD
average discharge and 0.028 MGD peak discharge.
Section 2. Compliance History (March 2015 - March 2020):

o Why is there 2 different limits pages? The first page is for a permitted
limit of 0.0135 MGD and the second limits page is for 0.27 MGD.
■ Robert Tankard (WaRO, via email 4/7/2020): The two limit
pages are from the conversion of the industrial discharge and the
domestic discharge. Ron wanted to keep this since the Park wanted
to be able to treat industrial wastewater in the future, if their
circumstances change. This needs to stay as is.
o Why is there Fecal Coliform and Enterococci limits?
■ Robert Tankard (WaRO, via email 4/7/2020): The Fecal
Coliform sampling and limit should be removed. This is a
carryover from the reclaimed permit.
■ DWR Response: Per current DWR policy, discharges to saltwater
do not require both fecal coliform and enterococci monitoring. The
permit will be updated to remove monitoring and limits for fecal
coliform, and only enterococci monitoring will be included.
o Is the discharge point on the permit accurately marked?
■ Robert Tankard (WaRO, via email 4/7/2020): The discharge is
located approximately in the corner described.
NPDES Implementation of Instream Dissolved Metals Standards — Saltwater
Standards
The NC 2007-2015 Water Quality Standard (WQS) Triennial Review was approved by
the NC Environmental Management Commission (EMC) on November 13, 2014. The US
EPA subsequently approved the WQS revisions on April 6, 2016, with some exceptions.
Therefore, metals limits in draft permits out to public notice after April 6, 2016 must be
calculated to protect the new standards - as approved.

Aquatic life standards for Mercury and selenium are still expressed as Total
Recoverable Metals due to bioaccumulative concerns (as are all human health
standards for all metals). It is still necessary to evaluate total recoverable aquatic
life and human health standards listed in 15A NCAC 213.0200 (e.g., arsenic at 10
µg/1 for human health protection; cyanide at 5 µg/L and fluoride at 1.8 mg/L for
aquatic life protection).
General Information on the Reasonable Potential Analysis (RPA)
The RPA process itself did not change as the result of the new metals standards.
However, application of the dissolved metal standards requires additional consideration
in order to establish the numeric standard for each metal of concern of each individual
discharge. Note that none of the saltwater standards are hardness -dependent.
Metals limits must be expressed as `total recoverable' metals in accordance with 40 CFR
122.45(c). The discharge -specific standards must be converted to the equivalent total
values for use in the RPA calculations. We will generally rely on conversion factors
determined by EPA (more on that below), but it is also possible to consider case -specific
translators developed in accordance with established methodology.
RPA Permitting Guidance — Discharges to Saltwater (Tidal waters)
The RPA is designed to predict the maximum likely effluent concentrations for each
metal of concern, based on recent effluent data, and calculate the allowable effluent
concentrations, based on applicable standards and the stream dilution. For discharges to
saltwater, no allowance for dilution is given unless a dilution study, such as a CORMIX
model, is performed.
If the maximum predicted value is greater than the maximum allowed value (chronic or
acute), the discharge has reasonable potential to exceed the standard, which warrants a
permit limit in most cases. If monitoring for a particular pollutant indicates that the
pollutant is not present (i.e. consistently below detection level), then the Division may
remove the monitoring requirement in the reissued permit.
1. To perform a RPA using the saltwater dissolved metal standards, the Permit
Writer compiles the following information:
• Permitted flow
• Receiving stream classification
• Instream Wastewater Concentration, if a dilution model has been
performed
2. The RPA spreadsheet converts the dissolved numeric standard (SW standards
listed in Table 1.) for each metal of concern to a total recoverable metal, using the
EPA conversion factors published in the June 1996 EPA Translator Guidance
Document. This method presumes that the metal is dissolved to the same extent as
it was during EPA's criteria development for metals.

3. The dissolved numeric standard for each metal of concern is divided by the EPA
conversion factor (or site -specific translator) to obtain a Total Recoverable Metal
at ambient conditions.
4. If a dilution study was performed on the receiving stream and an Instream
Wastewater Concentration (IWC) determined the RPA spreadsheet uses a mass
balance equation to determine the total allowable concentration (permit limits) for
each pollutant using the following equation:

Assuming no background concentration, this equation can be reduced to:

and D = modelled dilution factor (unitless)
If no dilution study has been performed Ca, the allowable effluent concentration,
is equal to the Total Recoverable Metal determined at ambient conditions (ie. the
dissolved numeric standard divided by the EPA conversion factor (or site -specific
translator) for the metal of concern). See item # 3 above.
5. The permit writer enters the most recent 2-3 years of effluent data for each
pollutant of concern. Data entered must have been taken within four and one-half
years prior to the date of the permit application (40 CFR 122.21). The RPA
spreadsheet estimates the 95th percentile upper concentration of each pollutant.
The Predicted Max concentrations are compared to the Total allowable
concentrations to determine if a permit limit is necessary. If the predicted max
exceeds the acute or chronic Total allowable concentrations, the discharge is
considered to show reasonable potential to violate the water quality standard, and
a permit limit (Total allowable concentration) is included in the permit in
accordance with the U.S. EPA Technical Support Document for Water Quality -
Based Toxics Control published in 1991.
6. When appropriate, permit writers develop facility specific compliance schedules
in accordance with the EPA Headquarters Memo dated May 10, 2007 from James
Hanlon to Alexis Strauss on 40 CFR 122.47 Compliance Schedule Requirements.
7. The Total Chromium NC WQS was removed and replaced with a hexavalent
chromium standard. As a cost savings measure, total chromium data results may
be used as a conservative surrogate in cases where there are no analytical results
based on chromium VI. In these cases, the projected maximum concentration
(95th %) for total chromium will be compared against the water quality standard
chromium VI.

I have a couple of questions about Wanchese Industrial Park NC0041376;

1. Cover letter states new dissolved metal standards in all permits but there is no metal standards. (see page 2
of the cover letter)

1. The facility has a new chloride and zinc limit in their permit. I looked at 2 random DMR's and they exceeded
the Chloride limit during both months. I recommend a compliance schedule on both of these limits to be
consistent with all other permits.

Exhibit A —Treatment System
Wastewater Treatment Summary
The following summary is taken from documentation provided by WMIP and previously
prepared by Cavanaugh & Associates, P.A. 2009.
"The proposed sanitary sewer system will be capable of treating 13,500 gpd, and a peak daily
flow of 33,750 gpd; consisting of automatic screenings unit, Pre and secondary anoxic
treatment, Intermittent Aerobic treatment, membrane filtration units, ultraviolet disinfection
system, and , all buy the Pre -Equalization provided in duality. The treatment process
improvements shall also include a waste sludge digester and pre -equalization basin. All pumps,
motors, blowers, and mechanical equipment to be provided in pairs such that any given unit
may accommodate the peak flow conditions with the paired unit out of service. The wastewater
treatment system shall be provided with all valving, piping, controls, motors, wiring, and
appurtenances required to provide a complete and functioning wastewater treatment system."
HEADWORKS
Two (2) mechanically cleaned Drum Screens have been furnished to catch debris at the point
the influent enters the plant and are located adjacent to the walkway for easy operator access.
These units deposit the dewatered debris into a collection pan which also drains the material
before being emptied into covered bins for removal from the plant.
PRE -EQUALIZATION BASIN (8,917 gallons)
The Pre -Equalization Basin receives and stores all flows to the Pre -Anoxic Basins in excess of
the design flow of 13,500 CIPD or 9.4 gpm. The basic is provided with aeration to keep the
sewage fresh and two (2) Pre -Equalization Return pumps which return the excess flow to the
plant both of which can pump at 35 gpm. Also, the decanted supernatant discharges into the
Pre -Equalization Basin.
PRE -ANOXIC BASINS (1,773 gallons each)
The Dualized Pre -Anoxic Basins receive the screened raw wastewater from the Flow Control
Box and the nitrate rich returned mixed liquor from the Intermittent Aeration Basin. The streams
are mixed (not aerated) to facilitate the Denitrification process.
INTERMITTENT AERATION BASINS (3,831 gallons each)
The Dualized Intermittent Aeration Basins oxidize the remaining BOD and ammonia to form
nitrates and new cell mass. Denitrification is also partially done by turning off the air to the
Basins and mixing the mixed liquor with the mixers. Metal salts such as liquid Alum is metered
into the tanks to precipitate the soluble Phosphates.
SECONDARY -ANOXIC BASINS (1,018 gallons each)
The Secondary Anoxic Basins receive the mixed liquor from the Intermittent Aeration Basins
and by mixing the mixed liquor with a small amount of citric acid (which provides the readily
available carbon source), denitrifies the remaining nitrates before the mixture is pumped to the
Membrane Bioreactor Tanks by the Mixed Liquor Feed Forward Pumps.
MEMBRANE BIOREACTOR TANKS
The Membrane Bioreactor Tanks hold the membranes and the violently agitated mixed liquor.
The suction of the Permeate Pumps pulls the filtered water through the membranes and pumps
it to the UV Disinfection units and to the Effluent Storage Tanks.
UV DISINFECTION UNITS
The Permeate or filtered effluent is pumped through dual UV Disinfection units for treatment
with ultraviolet light to destroy the pathogens in the water. Exposure to UV light destroys a wide
variety of potentially harmful microorganisms, rendering them unable to cause disease. The
dosage intensity has been designed to do this by passing through only one (1) UV Unit, but two
(2) are provided for backup operation.
AEROBIC DIGESTER (3,242 gallons)
An Aerobic Digester has been provided to digest or reduce the volatile suspended solids
content of the waste activated sludge by at least 38%. Activated sludge must be wasted
periodically from the MBR basins to keep the sludge concentration at the desired level. This
waste sludge requires further treatment to reduce vector attraction and to reduce pathogens
which may be remaining in the waste sludge. The same aeration equipment has been provided
to mix and aerate the sludge. Clear liquid (supernatant) is decanted and returned to the plant
effluent at the Pre -Equalization Basin. Periodically, sludge must be removed from the Digester
by the contract residuals management contractor.
EFFLUENT STORAGE TANKS AND BOOSTER PUMPING STATION
Effluent from the UV disinfection units is pumped by the Permeate Pumps to the two (2) Effluent
Storage Tanks with a total storage of 10,000 gallons. If the Effluent Storage Tanks are full, the
effluent will overflow to the Effluent Storage Pond. These tanks, along with the Effluent Storage
Pond, Booster Pumping Station, the effluent reuse main and a Spray Irrigation field comprise
the Effluent Disposal System.

Quible is assisting the NC Dept of Commerce with their Wanchese Seafood Park NPDES Renewal . We appreciate the
reminder and email that you forwarded along with the attachments for Short Form C-MI to Mr. Bob Peele. We have
already begun preparing the renewal and were using Short Form A as there is no industrial wastewater component to
the (proposed Plant not yet constructed —but planned for construction) wastewater plant for the park. The only
wastewater at the Seafood Park is generated from employee restrooms/breakrooms and a restaurant. There is not
currently any manufacturing, processing etc. that uses water or produces any wastewater at the park.
Can you confirm that Short Form C-MI is in fact the appropriate form for us to use and not Short Form A? I just want to
be double sure.
