Dear Mr. Basinger:
The City of Belmont is in receipt of the above NOV and as required by your letter, our response
to the violations are as follows:
Incident # 202001297- This overflow incident, located at a influent manhole of the Cason Street
Liftstation at 773 Cason Street, was the result of heavy rainfall within a four (4) hour window.
The total rainfall amount was 2.4". City crews responded to reports of the overflow and
immediately began utilizing our vacuum and pump truck's, along with both liftstation pumps,
to alleviate the incoming flows. Lime was applied to the area around the manhole after incident.
On behalf of the City of Belmont, our crews responded to the overflow as soon as the incident
was reported and began the process of pumping down the wet well of the liftstation. Once the
flows returned to normal, our crews cleaned the area and lime was applied to the affected area
around the manhole and liftstation. On further investigation, we have found a section of
approximately 2000 linear feet of 8" main that appears to be the source of the inflow and
infiltration. This section of main is scheduled to be replaced and moved in the near future. The
City is working with a major developer and their contractors to replace and relocate this 2000'
of 8" main. In the interim, the City of Belmont is the process of videoing and repairing any and
all sections that may be compromised.
We had a similar significant rainfall event in this same area on May 22, 2020, that resulted in the
same results. In both cases, we had 30 minutes or less warning from the National Weather
Service Office of the intensity of these rainfall events.
