There are two (2) wetland features and one (1) intermittent stream feature on the property. The wetlands are located on the eastern side of the property and the stream feature is located in the middle of the southern side of the property. 1-40 bounds the property to the South, S State Street bounds the property to the East, and residential neighborhoods bound the property to the west and north. The general land use in the vicinity of the project is residential development and some forested/agricultural land. 4b. The school is located on a 14.65 acre site. The proposed re -development project consists of demolishing the existing middle school and constructing a new elementary school, a carpool loop, parking area, bus loop and other site improvements. The construction limits of the project contain approArnately 13 acres. This project increases impervious areas from 4.48acres to 6.02 acres. Equipment typically used for construction and earthwork such as backhoes, bulldozers, excavators, graders, pavers etc. will be utilized for this project. 4j. Impact Justification and Mitigation U 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Prior to site design, WCPSS hired S&EC to delineate and verify all jurisdictional WOTUS and Neuse Buffers on the property. The site plan avoided the two wetland areas, but was unable to avoid the short isolated section of intermittent stream and Neuse Buffer below the eAsting stormvater outlets, given the need for the new access drive to State Street and the steep grades that the design of the drive had to overcome. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The project will obtain an erosion and sediment control plan and construction stormwater permit from the City of Raleigh and DWR to protect the avoided wetlands on the site. The project will also obtain a stormwater management plan from the City of Raleigh to help minimize indirect impacts to water quality within the wetlands in the future. 2. City of Raleigh Comments: The site is divided into four areas. Drainage Basin A discharges to the northwest into the existing Darby Street storm drainage system. Drainage Basin B discharges to the northeast to a culvert that crosses under Darby Street. Drainage Basin C runoff enters the South State Street drainage system and Basin D surface run-off drains into Calloway Drive. Drainage Basins A, B and D have a reduction in run-off discharge rate while Basin C has an increase that will require two dry detention basins. Stormwater Control Measure (SCM) C1 is proposed as an underground detention system and SCM C2 is dray detention pond. The Dry Detention SCMs shall be utilized to meet the City of Raleigh Stormwater requirements for this site. The SCMs will be utilized to reduce the peak discharge rates for the 1-yr, 2-yr and 10-yr Design Storm. The detention basins are proposed to manage peak stormwater discharge and are not designed for stormwater treatment and do not meet NCDEQ MDC requirements. The analysis of the SCM includes routing of the 100-yr design storm allowing for a 1-ft minimum freeboard. The site meets the current City of Raleigh's stormwater requirements for Total Nitrogen export and is less than the 1-year, 2-year and 10-year Design Storm Pre -Development rates. The Fuller Elementary School project is a residential development. Additionally, the project is located within the city of Raleigh ETJ, therefore the adjacent properties that have potential for development will have the following regulations to protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations, these regulations require limited development within the riparian buffer area, in addition Best Management Practices may be required that control nitrogen if diffuse flow cannot be achieved; 2) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post -construction stormwater management requirements.
