Hi everyone,
Please see Brent's request to allow for an additional extension of work through June 15. As of today,
he has said that they believe they will be able to do work with the pipeline dredge starting in the
next 2 weeks and no later than May 15.
They are working on putting together more info on how long the sidecaster would need to work to
cut a pilot channel for the hopper dredge, should the pipeline dredge not come through for any
reason and as a backup plan. They are also working on putting together updated plans for dredging
based on the latest surveys and I will forward that info once I receive it.
Please let me know if you have any questions or concerns regarding the extension of pipeline
dredging work being extended until June 15 of this year.

I was just informed today that the NC DOT pipeline dredge will be making its way back to
Hatteras Inlet tonight, Based on their timeline they will be dredging South Ferry Channel on
or around 4 May, plus or minus a week. There are a few things that still have to fall in line
with DOT to make this happen and I am working with them on those. Because there are some
unknowns with DOT I would like to ensure Dare County is still set up for success with a back
up plan to use Corps assets. To do both of these actions Dare County requests the following
actions.
Corps
1- Request to extend our dredging window in the Corps Permit until June 15, 2020 for a
pipeline, Merritt and Currituck, currently it ends on April 30, 2020
State
1- Request to extend our dredging window in the CAMA permit until June 15, 2020 for a
pipeline, Merritt and Currituck
2- Request to allow the Merritt (sidecast) to dredge on a rising AND falling tide. At least to
cut a pilot channel to allow the Currituck(hopper) to complete the work.
Please let me know what you think. We are trying our best to line everything up so that when
our economy opens back up the closed inlet is not stalling the needed recovery and the USCG
is able to safely conduct operations for our mariners.. The best way to reach me is my cell at

I have send the information on to our federal resource partners to see if they had any
input. I will reach out to them again today for some feedback on any resource issues. I also
had to send this up my chain of command since this is the first impacts we have seen on a
construction schedule from COVID-19. I want to make sure I am covering this in the
correct manner in line with district policy. I will try and keep this ball rolling on my end.

I hope you are doing well. I wanted to reach about this permit modification. We had twc
unfortunate issues arise this week that we are trying to resolve and need to request an
extension to the moratorium.
1- NC DOT's pipeline dredge crew for the MANTEO has been affected by COVID and
the Hatteras project is delayed by 4-5 weeks minimum until the crew can recover.
2- The Corps surveyed the inlet this week and conditions are still unfavorable for a Corps
plant (Merritt) to dredge the inlet. Our current plan worked out with the District is to
survey and channel again in 2-3 weeks to see if conditions have approved.
We are still working on both courses of action in an attempt to open up the channel as
soon as possible. With the channel closed it puts our mariners at risk with the USCG
Hatteras Station not being able to get out to conduct search and rescue missions. Heather
Coats is reaching out to the State Agencies to see two modifications can be made to the
state permit, extension in the timeframe and allowing the side cast to dredge on an rising
and falling tide. Currently the modification only allowed us to dredge on a falling tide
and this greatly reduces the efficiency of the Merritt and increases the safety risk for the
crew. The DIstrict has asked for this to be changed to create more favorable
conditions for the dredge and the crew.
Based on NC DOT's timeline I would request an extension to 15 June 2020. Please let me
know what your initial thoughts are.
