Attached for your review and comments are the scoping sheets for the subject project
(see attached map for project location). The purpose of these sheets and the related review
procedure is to have an early "meeting of the minds" as to the scope of work that should be
performed and thereby enable us to better implement the project. A scoping meeting for this
project is scheduled for Monday, January 11, 1999 at 10:00 AM in the Planning and
Environmental Branch Conference Room (Room 470). You may provide us with your
comments at the meeting or mail them to us prior to that date.

The Scoping meeting for the subject project was held on January 11, 1999 in the
Project Development and Environmental Analysis Branch conference room. The

comments on the project subsequent to the meeting:

The Draft 2000-2006 Transportation Improvement Program calls for widening
NC 48 to a five-lane roadway from SR 1200 (James Jones Road) to the I-95 interchange
ramps, a distance of 1.3 kilometers (0.8 mile). The existing roadway cross section is two
lanes. The purpose for widening the existing two-lane facility is to accommodate future
traffic associated with projected development on NC 48 near the interchange. A large
regional shopping center is proposed on the north side of NC 48 west of I-95. Plans for
the development, to be called Hampton Colony, have been divided into three phases.
Phase 1 will construct approximately 1.5 million square feet of retail area to include
anchor and major stores, a multiplex cinema, shops, and restaurants. Phase 1 will also
have 14 outlot parcels that front NC 48 and I-95. Phases 2 and 3, longer-range objectives
for Hampton Colony, will construct a championship golf course, an amphitheater, and
residential housing.
The developers of Hampton Colony hired the consulting firm Parsons Brinkerhoff
Quade and Douglas, Inc. to analyze traffic movements associated with building sub-
phases 1 A, 1 B, and 1 C of the regional shopping attraction. Based on the premise that all
three sub-phases will be constructed in a total time span of five years, the firm
recommended expanding the scope of the road project. They suggested widening the
existing two-lane bridge over I-95 to five-lanes, widening the interchange ramps,
constructing a free-flow right turn lane between the southbound I-95 interchange ramps
and the first proposed entrance to Hampton Colony, constructing a right turn bay between
the proposed first and second development entrances on NC 48, and signalizing several
intersections.
The Traffic Engineering Branch has reviewed the firm's traffic study and made
the following recommendations at the scoping meeting:
• Change the proposed cross section on NC 48 from a five-lane section to a
four-lane divided section with a 4.8 meter (16-foot) median
• Provide one full movement access point to Hampton Colony on NC 48 and
two right-in/right-out access points
• Widen the bridge over I-95 from two lanes to five-lanes
• Raise the existing bridge to attain minimum required vertical clearance
Provide loops in the northwest and southeast quadrants of the interchange to
improve access from NC 48 to I-95
Provide traffic signals at SR 1200, the eastern I-95 interchange ramps, and the
full movement access to Hampton Colony
Eliminate the turn bay recommended by the consulting firm
The Traffic Engineering Branch concurs the existing interchange will function at an
acceptable level of service through Phase IA of the Hampton Colony development.
However, the interchange is expected to begin breaking down after Phase 1 B is open.
Mr. John Wadsworth of the Federal Highway Administration suggested studying
the interchange in the forthcoming environmental document for the project, even if
improvements to the interchange are not immediately funded. Meeting attendants
concurred interchange improvements will be added to the scope as a second phase of the
road project. Mr. Wadsworth informed an interchange justification study is required in
addition to the environmental document for the proposed interchange revisions.
Mr. R. B. Davis requested Division 1 staff provide functional design plans for the
interchange improvements and the NC 48 widening. Three alternatives will be studied in
the document for widening NC 48 including asymmetric north side, asymmetric south
side and symmetric. The revised schedule of project milestones discussed and agreed
upon at the scoping meeting included:
• Obtain NCDOT traffic projections February 1, 1999
• Perform capacity analysis March 1, 1999
• Prepare functional designs June 1, 1999
• Prepare rough draft of CE September 1, 1999
• Review and sign CE October 1, 1999
• Construction letting January, 2000 *
Let could be delayed as long as May, 2000 if right of way issues emerge
Division 1 staff has arranged a meeting with the developer of Hampton Colony on
January 28, 1999 to coordinate changes to the project scope.
Scoping comments were received from several people that were not able to attend
the meeting. Ms. Debbie Bevin of the State Historic Preservation Office (SHPO)
reviewed the project after the meeting. She indicated architectural surveys are not
required for the project. She did not provide specific directions regarding archaeological
investigations, but stated guidance will be forthcoming from SHPO in the near future.
Ms. Cyndi Bell of the N. C. Department of Environment and Natural Resources -
Division of Water Quality does not anticipate a large amount of stream impacts
associated with the project. However, she requested NCDOT minimize upstream and
downstream impacts to the extent possible and advised stream mitigation will be required
for impacts that exceed 150 linear feet.
Mr. Randy Turner, the Environmental Officer for Division 1, has completed field
investigations along NC 48. He reports no sensitive biological or natural resource issues.
Neither rare species, rare/special habitats, special water resources, nor high quality
wetlands were identified in the project area. A single wetland site at the NC 48 crossing
of a tributary to Jack's Swamp may be impacted by the project. Mr. Turner expects
wetland impacts (anticipated to be less than 0.3 acre) will be permitted under a
Nationwide designation with no compensatory mitigation likely. No significant impacts
to wildlife are anticipated; however, accommodations for wildlife to cross the new
facility may be considered during hydraulic design.
Due to the limited amount of impacts anticipated from the proposed
improvements, it was agreed a Categorical Exclusion (CE) is the appropriate level of
documentation required for the action. A Citizens Informational Workshop is not
recommended by FHWA.
