Dear Division of Water Resources:
Please find enclosed Discharge Monitoring Reports for Jackson Paper Manufacturing Company
NPDES Permit No. NCS000295 for reporting period starting October 1, 2018 and ending
December 31, 2018.
1Zesults from samples taken on December 14, 2018 from Outfall 002 and 003 show no henchmark
cxcecdances. There was an insufficient amount of'discharge from Outfall 001 and Outf:Ell 004 to
sample during this rain event.
Subsequently, we look samples fi-om Outfall 001 and Outfall 004 during the next rain event on
December 20, 2018 and have enclosed the discharge monitoring report. rlThcre were no
exceedances at Outfall 004. There were benchmark cxcecdances at Outfall 001 for TSS and COD.
Outfall 001 is located at a catch basin in the middle of the facility's front parking lot. The basin
collects runoff from the employee and visitor parking areas, roof drains from the office building,
and delivery truck loading/unloading docks. Portions of West Main Street, located cast of the
facility, slopes towards the facility so that stormwater from this section of roadway runs tOwards
Outfall 001. In response to the TSS benchmark cxcecdances, we conducted a stormwater
management inspection of the facility on 12/28/18. We have identified possible causes Of the
benchmark value cxcecdances. We believe the exceedanecs are primarily a result of'run-on f-ronh
West Main Street. Also, a patch of grass along the curb at the loading dock was torn up and muddy
due to trucks driving over the curb and into the grass. We will consider our options and select
feasible controls to improve this situation, such as making the curb more visible and filling in the
area with gravel.
