The Division of Water Quality (DWQ) has reviewed your application for a No Exposure Certification
for Exclusion (NE) at the subject facility. Based on the information provided and a site visit
conducted on July 25, 2012, the NE has been approved. Present during the site visit were you, Linda
Wiggs with the DWQ Asheville Regional Office and the,National Guard Regional Environmental
Coordinator Ronny Metcalf. During the site visit future management strategies of the basins receiving
stormwater from this facility was discussed.
Please note that you are obligated to maintain no -exposure conditions at your facility. If
conditions change such that your facility can no longer qualify for a NE, you are obligated to
immediately obtain NPDES permit coverage for your stormwater discharge. Otherwise, the
discharge becomes subject to enforcement as an un-permitted discharge. Your NE does not expire.
In order to help assure that your facility stays in compliance with all of the conditions in the
Certification, you must self -recertify your facility at least annually.
Enclosed is a copy of the Inspection Report, which contains additional observations and comments
for your reference.

Inspection Summary:
No Exposure Certification requested.
Site built in 2008. Met onsite with Thomas Morris and Ronny Metcalf.
The maintenance shop is designed with a closed loop oil -water separator system. The wash rack is covered and also
drains to the closed loop system.
Residual was noted along the curb, but it appeared to be tire residual.
Stormwater flows through a drop inlet conveyance system which discharges to the old erosion control basins, one located
SW on property and the other located SE off the property. Both basins are likely full from the 2008 grading operations
and are currently vegetated. Stormwater discharging to these basins offers a beneficial treatment.
The site was built prior to Phase II requirements; however it is advisable that the basins remain with some level of
effectiveness. Inspector discussed options'for the management of these basins.
The site is suitable for No Exposure; No Exposure NCGNE0871 is granted.
