The stormwater sample was collected on September 14, 2007 from the sole outfall located along the western shoulder of Beale Road. The collected stormwater sample was submitted to Pace Analytical Services, Inc. for analysis for: • pH • Total Suspended Solids (TSS) • Oil & grease A copy of the laboratory report and corresponding chain -of -custody is attached. Using the Site & Grading Plan provided by Mr. Ramsey with Saint-Gobain, S&ME calculated the approximate area of impervious surfaces that drain to this outfall to be 80,915 square feet. Based on data from the Asheville Regional Airport weather station (http://www.ne-climate.ncsu.edu), 3.4 inches of precipitation occurred on September 14, 2007. A copy of the data is attached. Using this data, S&ME estimates that approximately 0.17 million gallon (MG) of runoff occurred during the September 14, 2007 rain event. Calculations used to obtain the area of impervious surfaces and total flow is attached. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definitiowas found in 40 CFR 433.1 l; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31). Facilities that develop a solvent management plan to be incorporated into the Stormwater Pollution Prevention Plan may make a request to DWQ that monitoring of total toxic organics be waived. The solvent management plan shall include a list of the total toxic organic compounds used; the method of disposal used instead of dumping, such as reclamation, contract hauling, or incineration; and the procedures for assuring that toxic organics do not routinely spill or leak into the stormwater. For those facilities allowed such a waiver, the discharger shall include the following signed certification statement on the discharge monitoring report: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. The stormwater sample was collected on July 10, 2007 from the sole outfall located along the western shoulder of Beale Road. Based on data from the Asheville Regional Airport weather station (htt ://www.nc-cIimate.nesu.edu), 0.88 inches of precipitation occurred on July 10, 2007 over a 2 hour period. A copy of the data is attached. Using this data, S&ME estimates that approximately 0.53 million gallon (MG) of runoff occurred during the July 10, 2007 rain event. I understand that I am obligated to submit a no exposure certification form once every five years to the NPDES permitting authority and. if requested, to the operator of the local municipal separate storm sewer system (MS4) into which the facility discharges (where applicable). I understand that I must allow the NPDES permitting authority, or MS4 operator where the discharge is into the local MS4, to perform inspections to confirm the condition of no exposure and to make such inspection reports publicly available upon request. I understand that I must obtain coverage under an NPDES permit prior to any point source discharge of storm water from the facility. Additionally.
