Colt initiated controls during the month of January (see paragraph below). Colt then made attempts to collect a sample during the month of February, but there was not enough accumulation to qualify as a rain event. This continued in March and April, however the rain events began outside of normal business hours and therefore was unable to collect. In response to Tier 1 exceedances during the July -December 2017 monitoring results, Colt Recycling conducted a stormwater inspection to identify various areas where the housekeeping outside was not in it's best standard. This had a lot to do with overgrown vegetation thus hiding scrap materials that would normally be seen and kept clean. In addition while the containers outside storing materials were covered, loose scrap was observed outside if the containers due to spilling while adding materials. As a response, Colt completed an extensive cleaning and additionally initiated bi-weekly sweeping exercises in order to improve the quality of the landscape. Further, an outdoor housekeeping inspection was added to the routine Safety Checklist, which covers the entire facility on a monthly basis. Thus, any time the outdoor cleanliness was observed as a concern, it was immediately resolved. As the monitoring period progressed, we recognized that we were running short of time, and as of June there was a significant shortage in rainfall and were unable to collect a sample on time. We are now working with a third party, Excel Environmental, to collect a stormwater sample during the next rain event, regardless of the time. Based on weather maps it appears that there is rainfall anticipated for July 6 or July 7. In the event there is sufficient rainfall to collect a sample Colt will have this data expedited and delivered, Our hope is to use this delayed sample and collect a second sample during August -December, therefore having two relevant data points for the year of 2018. We understand this cannot count towards the Jan -June sampling window but do expect two samples to be submitted for the second half of the year. We apologize for the disruption of sampling and are working to rectify the changes in a succinct and efficient manner.
