Project Background The approximate 12-acre site is located at 2923 Highway 421 North in Wilmington, New Hanover County, North Carolina. The site is identified by the New Hanover County GIS as Parcel Identification Numbers R03200-004-001-001 and R03200-004-001-002. The site is currently owned by Alper Company, LLC and Southern Metals Recycling. The facility is currently operating under North Carolina General Permit No. NCG200000, Discharge of Stormwater under the National Pollutant Discharge Elimination system (NPDES) and Certificate of Coverage No. NCG200360. According to the Storm Water Pollution Prevention Plan dated October 27, 2010, the majority of the site drainage flows to the southwest, to a stormwater detention pond. During a previous site visit by the North Carolina Division of Water Resources, a discrete stormwater discharge location was identified on the northern site boundary (01). Discharge from the stormwater detention pond was not observed. Additionally, a berm has been constructed along the southern boundary of the site. A discrete stormwater discharge location was not observed along the southern boundary of the site. In order to comply with the permit, the facility must perform semi-annual analytical and qualitative stormwater monitoring at a single point stormwater discharge outfall during representative storm events. Site Description The site is currently occupied by Southern Metals Recycling, a metal recycling facility. Wilmington, New Hanover County, North Carolina ECS Project No. 22-19727 May 20, 2014 Field Activities On April 30, 2014, ECS performed a site visit during a qualifying rain event. Downpour conditions were noted during the site visit. ECS did not observe stormwater discharge from the detention pond, or along the southern boundary of the site. At the time of the site visit, the water level in stormwater detention pond was approximately two to three feet below the top of the detention pond. According to the on -site rain gauge, it rained 0.67 inches on April 30, 20914. No measurable rainfall during the preceding three days was recorded. Stormwater discharge was observed from 01. A water sample was collected during our site reconnaissance. The water sample was collected using a new pair of nitrite gloves and laboratory prepared containers. The sample containers were labeled with the project name, sample location and the date and time that the samples were collected, placed in a cooler containing ice (41C), and delivered to a State of North Carolina -certified analytical laboratory, Pace Analytical Laboratories, Inc. (Pace) in Asheville, North Carolina under standard chain -of -custody protocol. The water samples were analyzed for chemical oxygen demand, total suspended solids, oil & grease using EPA method 1664A, and metals (cadmium, iron, lead and zinc) using EPA method 200.7. A copy of the analytical chain of custody is attached. The pH, conductivity, and temperature were measured by ECS at the time of sample collection. ECS' laboratory certification for these field parameters is 5487. The concentrations of total suspended solids, copper, lead, and zinc exceeded the regulatory benchmark values. A table of the laboratory results are included on the Stormwater Discharge Outfall (SDO) form. Findings from the qualitative analysis are enclosed. Tier One Response Actions 1. ECS has conducted as stormwater management inspection of the facility during the field reconnaissance on April 30, 2014, and in October 2014. The majority of the site appears to drain to the stormwater detention pond on the southwest portion of the site. Stormwater discharge 01 appears to collect runoff from the access road along the northern portion of the site (see Figure 1). 2. The increased concentrations of total suspended solids are a result of stormwater runoff from an unpaved access road. The site is currently used for metal recycling and was historically used as a steel manufacturer. The increased concentrations of copper, lead, and zinc may be from the on -site activity or background concentrations of metals in the soil. 3. ECS is currently coordinating with the Southern Metals Recycling, Inc. to determine how to bring the concentrations to within the benchmark range. 4. Step 4 is currently underway.
