No. B-2508]. SR 1801 will be closed during construction and traffic will be maintained on existing area roads. For the purposes of the Corps of Engineers' Regulatory Program, Title 33, Code of Federal Regulations (CFR), Part 330.6, published in the Federal Register on November 22, 1991, lists nationwide permits. Authorization, pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act, was provided for activities undertaken, assisted, authorized, regulated, funded or financed, in whole or in part, by another Federal agency or department where that agency or department has determined, pursuant to the CEQ Regulation for the Implementing the Procedural Provisions of the National Environmental Policy Act, that the activity, work or discharge is categorically excluded from environmental documentation because it is included within a category of actions which neither individually nor cumulatively have a significant effect on the human environment, and the Office of the Chief of Engineers has been furnished notice of the agency's or department's application for the categorical exclusion and concurs with that determination. Your work is authorized by this nationwide permit provided it is accomplished in strict accordance with the enclosed conditions and provided you receive a Section 401 water quality certification from the North Carolina Division of Environmental Management (NCDEM). You should contact Mr. John Dorney, telephone (919) 733-1786, regarding water quality certification. This nationwide permit does not relieve you of the responsibility to obtain other required State or local approval. This verification will be valid for two years from the date of this letter unless the nationwide authorization is modified, reissued or revoked. Also, this verification will remain valid for the two years if, during that period, the nationwide permit authorization is reissued without modification or the activity complies with any subsequent modification of the nationwide permit authorization. If during the two years, the nationwide permit authorization expires or is suspended or revoked, or is modified, such that the activity would no longer comply with the terms and conditions of the nationwide permit, activities which have commenced (i.e., are under construction) or are under contract to commence in reliance upon the 4 -2- nationwide permit will remain authorized provided the activity is completed within twelve months of the date. of the nationwide permit's expiration, modification or revocation, unless discretionary authority has been exercised on a case-by-case basis to modify, suspend or revoke the authorization. Therefore, we do not anticipate requesting an individual permit but propose to proceed under a Nationwide Permit in accordance with 33 CFR 330 Appendix A (B-23) issued November 22, 1991, by the Corps of Engineers. The provisions of Section 330.4 and Appendix A (C) of these regulations will be followed in the construction of the project. Project Description: (List project location and scope. Attach location map.) The project will replace Bridge Nos. 53 and 54 on SR 1801 in Anson County. Bridge No. 53 is over Little Creek and Bridge No. 54 is over Jones Creek. Bridge No. 53 will be replaced with a double- barrel reinforced concrete box culvert (1 @ 10'x8' and 1 @ 8'x6') at the existing location (Figure 3). Bridge No. .54 will be replaced with a bridge approximately 250 feet long with a 24-foot wide travelway. Bridge No. 54 will be replaced at the existing location with a realignment of the northern approach to provide a 35 mph design speed (Alternate 2, Figure 2). By realigning the northern approach, a 120-foot radius curve immediately north of Bridge No. 54 will be eliminated. SR 1801 will be closed during construction and traffic will be maintained on existing area roads. NOTE: Refer to Section D, "Special Project Information," for list of ENVIRONMENTAL COMMITMENTS. B. Purpose and Need: Bridge No. 53 has a 36.0/100.0 sufficiency rating, is posted 9 tons for single vehicles and 13 tons for TTST, and has an estimated remaining life of less than five years. Bridge No. 54 has a 17.0/100.0 sufficiency rating, is posted 6 tons for all vehicles, has only one traffic lane, and has an estimated remaining life of less than five years. For these reasons, and to provide an adequate detour route for bridge replacement project B-1026 on NC 145, these two bridges need to be replaced. C. Proposed Improvements: Circle one or more of the following improvements which apply to the project: Type I Improvements 1. Non-construction activities (program activities) 2. Approval of utility installations along or across a transportation facility 3. Construction of bicycle and pedestrian lanes, paths, and facilities 4. Track and railbed maintenance and improvements when carried out within the existing right of way 19. Purchase and installation of operating or maintenance equipment to be located within the transit facility and with no significant impacts off the site 20. Construction of new bus storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and located on or near a street with adequate capacity to handle anticipated bus and support vehicle traffic. 9. Rehabilitation or reconstruction of existing rail and bus buildings and ancillary facilities where only minor amounts of additional land are required and there is not a substantial increase in the number of users. 10. Construction of bus transfer facilities (an open area consisting of passenger shelters, boarding areas, kiosks and related street improvements) when located in a commercial area or other high activity center in which there is adequate street capacity for projected bus traffic. 11. Construction of rail storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is not inconsistent with existing zoning and where there is no significant noise impact on the surrounding community. 12. Acquisition of land for hardship or protective purposes, advance land acquisition loans under section 3(b) of the UMT Act. Hardship and protective buying will be permitted only for a particular parcel or a limited number of parcels. These types of land acquisition qualify for a CE only where the acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. No project development on such land may proceed until the NEPA process has been completed. Special Project Information: (Include ENVIRONMENTAL COMMITMENTS) Standard sedimentation control measures and Best Management Practices will be implemented throughout constuction. Construction of the bridges should be staged so that one bridge is completed and opened to traffic before construction of the other begins. This will maintain access to properties between the two bridges. 4 Date: 1/93 The 8'x6' barrel of the box culvert replacing Bridge No. 53 will allow for dry passage of cattle under the roadway. The floor of this barrel will be two feet higher than that of the 10'x8' barrel. Estimated Cost: Bridge 54 Bridge 53 Construction - $ 725,000 $ 350,000 Right of Way - $ 28,000 $ 19,000 Total for Project - $ 1,122,000 Estimated Traffic: 1995 - 200 VPD 2015 - 300 VPD TTST - 1% Dual - 1% Proposed Typical Section: 22-foot paved travelway plus 6-foot graded shoulders Division Comments - Recommend replacing Bridge No. 53 at the existing location with road closure. Recommend replacing Bridge No. 54 at the existing location with realignment of northern roadway approach and road closure. Recommend construction of Bridge No. 54 be completed and Bridge No. 54 opened to traffic before starting construction of Bridge No. 53. 5 . Date: 1/93 E.
