Dear Sir/Madam: RECEIVED JAN 2 8 2020 CENTRAL FILES DWR SECTION On behalf of Davidson County, Smith Gardner, Inc. (S+G) is pleased to submit the attached Discharge Monitoring Report (DMRI and associated analytical report for stormwater monitoring at the Davidson County Landfill. The facility is permitted to discharge stormwater related to landfilling activities under Certificate of Coverage (COC) Number NCG120038, General Permit Number NCG120000. The facility is required to monitor discharge at four (4) Stormwater Discharge Outfalts: C&D pond, C&D new pond, Phase 2 Pond 3, and Phase 2 Pond 4. All four samples collected during the December event exceeded the benchmark threshold for fecal coliform. Phase 2 Pond 3 and Phase 2 Pond 4 also exceeded the benchmark threshold for total suspended so[ ids (TSS). In April 2013, S+G submitted a permit modification that indicated animals were an alternate source for fecal coliform exceedances. Closure of the C&D landfill was completed in 2018. Davidson County and S+G plan to submit a permit modification application to reduce or remove monitoring for this facility. We are providing two (21 copies of the December DMR report for this submittal. If you have any questions, or require further information, please contact us via phone at (919I 828-0577 or by email.
