REGAN Secretary Mr. Darrell Gilbert Carolina Sunrock 200 Horizon Drive, Suite 100 Raleigh, NC 27615 Dear Mr. Gilbert: NORTH CAROLINA Environmental Quality December 14, 2018 Subject: General Permit No. NCGO80000 Carolina Sunrock — Butner Maintenance Facility COC No. NCG080972 Granville County In accordance with your application for a discharge permit received on August 30, 2018, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that the Neuse River (segment index number 27-[ 1 ]) is an impaired water. There is a Total Maximum Daily Load (TMDL) for nitrogen that affects this watershed. Information about this TMDL can be found on Division of Water Resources' website: httas:/ldeg.ne.gov/about/divisions/water- resources/planning/modeling-a_ssessment/tmdls. In Part 1, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land Resources may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required.
