December 14, 2018
Subject: General Permit No. NCGO80000
Carolina Sunrock — Butner Maintenance Facility
COC No. NCG080972
Granville County
In accordance with your application for a discharge permit received on August 30, 2018, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please be aware that the Neuse River (segment index number 27-[ 1 ]) is an impaired water. There is a
Total Maximum Daily Load (TMDL) for nitrogen that affects this watershed. Information about this
TMDL can be found on Division of Water Resources' website: httas:/ldeg.ne.gov/about/divisions/water-
resources/planning/modeling-a_ssessment/tmdls. In Part 1, Section A, the General Permit explains that for
discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility
demonstrating that discharges have no reasonable potential to violate applicable water quality standards
for specified pollutants.
Please take notice that this certificate of coverage is not transferable except upon approval of the Division
of Energy, Mineral and Land Resources. The Division of Energy, Mineral and Land Resources may
require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.

RE: Application for Coverage under NPDES General Permit NCGO80000 RjrING
Carolina Sunrock — Butner Nlaintenance Facility
Sunrock Drive, Butner, North Carolina
Two Whom it May Concern:
Lnclosed is the Notice of Intent (NO[) application, with supporting information, for coverage under NPDES General
Permit NCGO80000 for the Carolina Sunrock facility referenced above, in Butner, Granville County, North
Carolina. The facility has been vacant for several years and will be used by Carolina Sunrock as a centralized
maintenance facility for various company fleet vehicles and heavy -machinery which are used at Carolina Sunrock's
quarrying and asphalt/concrete-production operations throughout central North Carolina. "I'1ie facility consists ofa
pre-existing building and overhead crane system, the latter of which will be used for lifting truck beds and other
large/heavy vehicle and equipment parts.
A fully -enclosed building, with secondary containment structures, will be constructed along the southern side of the
existing building, and will be used to store various oils, hydraulic fluids, and other vehicle maintenance -related
fluids. Carolina Sunrock also plans to potentially construct a vehicle -washing station (which will contain an
oil/water separator) and a vehicle -fueling station (with an associated diesel fuel aboveground storage tank and
secondary containment structures) at a future date, so those potential structures have been included on the attached
site figures as well.
Carolina Sunrock plans to begin operations at the facility by around late-2018 or early-2019. One check, in the
amount of S100,00, for the application processing lees is also enclosed. Piedmont Geologic is.managing the
application process on behalf of Carolina Sunrock.
