To Whom It May Concern:
Amazon.com Services, LLC — RDU5/DRD1 Sort Center, located at 1805 TW Alexander Drive in Durharn,
North Carolina, did not conduct the semi-annual analytical monitoring in the second half of 2019, as
outlined in the facility's Stormwater Pollution Prevention Plan, and as required by NCG060000.
RDU5/DRD1 was previously authorized under general permit NCGO80000, which does not require
analytical sampling if vehicle maintenance activities utilize less than 55 gallons of new motor oil per
month; RDU5/DRD1 does not exceed this limit. During a routine review of the permit, Amazon
ascertained that SIC code 4225 is exempted from being covered under general permit NCGO80000 and
that facilities under this SIC code should instead be covered under NCG060000. After discussion with
NC DEQ, Amazon submitted a permit rescission request and a corrected NOI in May 2019 requesting
coverage under NCG060000.
Certificate of Coverage No. NCGO60397 was issued with an effective date of October 18, 2019; however,
Amazon did not receive notification thereof until November 18, 2019. Between November 18 and
December 31, 2019, no qualifying rain event occurred during normal operating hours where analytical
samples could safely be obtained; a No Discharge report is being submitted, conveying these conditions.
The Visual Inspection was completed December 31, 2019, when it was determined that a qualifying rain
event would not occur during the permitted time period.
All requirements under permit NCGO80000 were performed until November 18, 2019, when coverage
under the new permit (NCG060000) was discovered. Requirements for NCG060000, including the new
analytical monitoring requirements, have been entered into the Site's electronic EHS management
system to ensure these requirements are not missed in the future.
