Dear Mr. Meadows:
Donald R. van der Vaart
Secretary
January 21, 2015
Subject: Relief from Monthly Monitoring
Stormwater Permit # NCG030503
Engineered Sintered Components
Iredell County
Troutman, NC 28166
We are in receipt of your December 22, 2014 letter requesting relief from monthly
monitoring at the Troutman facility. Based on the information provided the facility is in
compliance with the tiered response actions and other conditions of the NCG030000 General
Permit. Therefore, the Division is granting regulatory relief from the Tier responses. Upon
receipt of this letter, the subject facility may resume the permit specified semi-annual
analytical monitoring for the remainder of the current permit term which expires on October
31, 2017. This decision applies only to the copper and zinc benchmarks. A benchmark
exceedance of any other parameter listed in your permit will trigger the tiered response
actions as described in the general permit.
You must notify this office, in writing, within five business days if you become aware
of any significant source of copper or zinc at your facility that has the potential to be
exposed to stormwater. The relief granted in this letter is contingent upon the current
industrial practices at Engineered Sintered Components. If industrial practices change and
copper or zinc does become a significant stormwater exposure risk or significant zinc or
copper values have been recorded during regular sampling events, then this office
reserves the right to withdraw this decision and reinstate the permit specified tiered
response or other actions that may be warranted by the new set of circumstances.

Inspection Summary:
There are 4 stormwater discharge outfalls at this facility. Zinc and copper were all above the bench mark values in 2013
except for copper at 5DO-4. The facility did not start the monthly monitoring for the stormweater discharge in compliance
with the permit requirements because of personel turn over at the facility. According to Jan Comer, Vice President -Human
Resource, they will start the monthly requirement starting this month. During the site investigation it was noted that there
was not a secondary containment for the (heat treat oil coolers). Also, It was suggested to sweep clean the parking lots
prior to the sampling events.
