Dear Mr. Londhe, The purpose of this report is to provide the results of qualitative and quantitative stormwater monitoring conducted on March 5, 2014 at the above -referenced site (Site). The monitoring was performed in general accordance with NPDES General Permit (GP) # NCG030000 (effective November 1, 2012 through October 31, 2017). A summary of field observations and laboratory results are presented below. Copies of Stormwater Discharge Qualitative Monitoring Reports (QMRs) completed during the March 5, 2015 qualitative monitoring event and a copy of the Stormwater Discharge Monitoring Report (DMR) completed following quantitative analysis of a sample collected from representative Outfall # 2 are attached for your use. On March 51 h, 2015, HDR Engineering, Inc. of the Carofinas (HDR) mobilized to the Site to conduct monthly monitoring of Outfalls # 1 through 4. Outfall # 1 is located on the northeast corner of the Site and Millbrook Road. Flowing water in this outfail was clear and odorless. It was without noticeable floating or suspended solids, foam, or oil sheen. No evidence of erosion or deposition was present. Outfall # 2 is located on the south side of the Site adjacent to the rail line. Flowing water in this outfall was clear and odorless. Water in the outfall was without noticeable floating or suspended solids, foam, or oil sheen. Ponded water below the outfall contained suspended solids showing evidence of erosion in or preceding the outfall. Outfall # 3 is located on the southwest corner of the Site. At the time of sampling, this outfall was not flowing. Outfall # 4 is located on the northwest corner of the Site. Flowing water in this outfall was brown and odorless. Water in the outfall was without noticeable floating solids, foam, or oil sheen. The water below the outfall contained suspended soiids showing evidence of past erosion in or preceding the outfall. Subsequent to qualitative observations, HDR collected one stormwater sample from representative Outfall # 2 for quantitative laboratory analyses consisting of the following tests: • Total suspended solids (TSS) using SM 25400 • pH using EPA 9040 440 S. EPA 625, and EPA 624 Samples were collected in certified clean sample containers provided by Pace Analytical Services, Inc. (Pace) and transported under chain -of -custody to Pace for analysis. The results of analyses indicate that benchmark values identified in the GP were exceeded, as follows: • TSS: 261 mg/L (Benchmark: 100 mg/L) • Copper: 0.0839 mg/L (Benchmark: 0.007 mg/L) • Lead: 0.0376 mg/L (Benchmark: 0.03 mg/L) • Zinc: 50.6 mg/L (Benchmark: 0.067 mg/L) It is noted that Outfall # 2, recently installed by CSX Transportation, has replaced a previously decommissioned Outfall # 2. The March 2015 sampling event was the first in which newly constructed Outfall # 2 was used to collect a representative sample. It is possible the elevated values listed above are due, in part, to sampling of the new location. Outfall # 2 was within the benchmark range for the following criteria: pH Non -polar oil and grease/total petroleum hydrocarbons Total toxic organics In accordance with the GP, the Site is currently required to comply with Tier Two requirements. These include (in addition to those requirements outlined in Tier One) monthly sampling of permitted outfalls (continued until three consecutive sample results fall below or within the appropriate benchmark or benchmark range), submittal of "no Flow" reports if sufficient discharge does not occur in any given month, and maintenance of a record of all Tier Two reports in the Stormwater Pollution Prevention Plan (SPPP). If, during the duration of the GP, exceedances occur for any specific parameter on four occasions, Galvan must contact the DWQ Regional Supervisor within 30 days of receipt of the fourth result. Subsequent requirements may include a change in monitoring frequency, an application for an individual permit, installation of stormwater controls, additional monitoring locations, or modifications to the Site in order to qualify for a No Exposure Exclusion.
