Subject: Monthly Stormwater Sampling — April 2019
NPDES General Permit No. NCG030000
Daimler Trucks of North America LLC - Mount Holly, North Carolina
Shield Project No. 1140109-06
Dear Mr. Quarry:
Shield Engineering, Inc. (Shield) successfully collected monthly Stormwater samples for Stormwater Discharge
Outfalls (SDO) #001 and 9002 at the Mount Molly facility for the month of April 2019. During the April 12'h
sampling event, Shield's field measurements of plI were 7.2 and 7.6, respectively, at SDO #001 and SDO 9002.
In addition to collection of samples, Shield performed Qualitative Monitoring at SDO #001 and #002. A
partially completed discharge monitoring report (DMR) is attached, as well as the analytical results and
Qualitative Monitoring Report forms. The person designated to act as the permittee by Daimler Trucks — Mount
Holly facility should sign all "Red" sections of the DMR. The signed DMR form should then be mailed to the
regulatory agency Central Files.
Results from this sampling event show that the Mount Holly facility has exceeded benchmarks as follows:
• SDO #001 (4/12/2019) — Zinc — 0.180 mg/L (Benchmark 0.126 mg/1)
• SDO #002 (4/12/2019) — Copper— 0.024 mg/L (Benchmark 0.010 mg/1)
• SDO #002 (4/12/2019) — Zinc — 0.220 mg/L (Benchmark 0.126 mg/1)
• SDO #002 (4/12/2019) —TSS — 140 mg/L (Benchmark 100 mg/L)
Note that the analytical report received from the laboratory indicated that Copper was detected in the method
blank samples, however the concentration detected remained below the limit of quantitation. Daimler remains in
Tier 3 at SDO #001 and SDO #002 for Zinc and Copper. The TSS exceedance at SDO #002 places Daimler in
Tier 1. Shield will continue to perform monthly sampling per Tier 2 requirements until instructed to decrease
sampling frequency by Daimler. Shield greatly appreciates the opportunity to provide environmental services to
Daimler Trucks, North America. If you have any questions in reference to this document or require further
information, please feel free to contact either of the undersigned at (704) 394-6913.

Please find the enclosed April Stormwater Discharge Outfall (SDO) #001 and #002 analytical
results for the Daimler Trucks NA, LLC - Mount Holly Truck Manufacturing Plant (TMP). The
stormwater samples were collected on April 12, 2019. Results from this sampling event show an
exceedance of the following parameters at or above the corresponding benchmarks:
• SDO #001 (04-12-2019) - Zinc - 0.180 mg/L (Benchmark 0.126 mg/L)
• SDO #002 (04-12-2019) - Copper - 0.024 mg/L (Benchmark 0.010 mg/L)
• SDO #002 (04-12-2019) - Zinc - 0.220 mg/L (Benchmark 0.126 mg/L)
• SDO #002 (04-12-2019) - TSS -140 mg/L (Benchmark 100 mg/L)
Note that the analytical report received from the laboratory indicated that Copper was detected
in the method blank samples, however the concentrations detected remained below the limit of
quantitation. Daimler remains in Tier 3 at SDO #001 and SDO #002 for Zinc and Copper. The
TSS exceedance at SDO #002 places Daimler in Tier 1. Shield will continue to perform monthly
sampling per Tier 2 requirements until instructed to decrease sampling frequency by Daimler.

' Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedance for the same parameter at the same outfall.
2 For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
3The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
4 See General Permit, Table 3 identifying the especially sensitive receiving water classifications where the more protective benchmark applies.
5 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor
manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for Cathode ray
tube manufacture use the definition found in 40 CFR 469.31).

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the Tf0 monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(70), 1 certify that to the best of my knowledge and betief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

Dear Mr. Quarry:
Shield Engineering, Inc. (Shield) successfully collected monthly stormwater samples for Stormwater Discharge

sampling event, Shield's field measurements of pll were 7.2 and 7.6, respectively, at SDO #001 and SDO 4002.
In addition to collection of samples, Shield performed Qualitative Monitoring at SDO #001 and 9002. A
partially completed discharge monitoring report (DMR) is attached, as well as the analytical results and
Qualitative Monitoring Report forms.
• SDO #001 (4/12/2019) —Zinc — 0.180 mg/L (Benchmark 0.126 mg/1)
• SDO 9002 (4/12/2019) —Copper— 0.024 mg/L (Benchmark 0.010 mg/1)
• SDO #002 (4/12/2019) —Zinc — 0.220 mg/L (Benchmark 0.126 mg/1)
• SDO #002 (4/12/2019) — TSS —140 mg/L (Benchmark 100 mg/L)
Note that the analytical report received from the laboratory indicated that Copper was detected in the method
blank samples, however the concentration detected remained below the limit of quantitation. Daimler remains in
Tier 3 at SDO 9001 and SDO 4002 for Zinc and Copper. The TSS exceedance at SDO 9002 places Daimler in
Tier 1. Shield will continue to perform monthly sampling per Tier 2 requirements until instructed to decrease
sampling frequency by Daimler. Shield greatly appreciates the opportunity to provide environmental services to
Daimler Trucks, North America. if you have any questions in reference to this document or require further
