(Shield) was unable to collect stormwater samples at the Cleveland facility for the month of May 2019 at Stormwater Discharge Outfall (SDO) 9001 and #002. According to rainfall data collected for the month, the only rain event (as defined by General Permit No. NCG030000) of the month began on May 41h and extended through May 11th. This event began on the weekend producing a total of 2.48 inches of rain over 6 days during that period. As the seasonal type of storm event is moving towards a high intensity, short duration event, usually commencing in late afternoon through early evening with little to no notice for preparation, Shield will continue to monitor daily weather conditions and attempt to continue coordination of appropriate staff and resources to facilitate adequate sample collection. A partially completed Discharge Monitoring Report form is attached to this cover letter for signature of the appropriate authorized permittee and submittal to the State. Daimler's Cleveland facility remains in Tier Three of the NPDES General Permit No. NCG030000 at SDO #001 and SDO #002 for Copper. The facility is also Tier Three for Zinc at SDO #002. Shield will continue to perform monthly monitoring at SD0#001 and SDO#002 per Tier Two requirements until instructed to halt by Daimler. Per Section 2 Part IV of General Permit No. NCG030000 Shield will attempt to perform a substitute sample or a visual assessment during the next qualifying storm event. The original and one signed copy of the Discharge Monitoring Report for November are enclosed. Included with the November 2018 Discharge Monitoring Report Cleveland facility provide re - notification under the NPDES General Permit No. NCG030000, effective November 1, 2018 that the facility remains in Tier Three for SDO 001 and SDO 002. Daimler Trucks Cleveland facility is awaiting notification from the Division of Water Quality as to what changes will occur when entering into Tier Three of the NPDES General Permit. Unattended sites may be eligible for a waiver of the rain gauge requirement. 4 See General Permit, Table 3 identifying the especially sensitive receiving water classifications where the more protective benchmark applies. 5 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
