Dear Mr. Best:
John E. Skvarla, III
Secretary
October 23, 2014
Subject: General Permit No. NCG020000
Best Pit
COC NCG020870
Wayne County
In accordance with your application for a discharge permit received on DATE1, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state -
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the US Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
This certificate of coverage is not transferable. If the facility changes ownership or is
closed, the Division of Energy Mineral & Land Resources may require modification, revocation
or reissuance of the certificate of coverage.
Please be aware that mine dewatering at your site has the potential to impact adjacent
wetlands. The specific requirements for mine dewatering at facilities near wetlands can be
found in Part Ill, Section E of your permit. You must have an approved Operation and
Monitoring Plan before mine dewatering discharges occur at your facility. Discharging
mine dewatering wastewater without Plan approval will be subject to enforcement action. An
Operation and Monitoring Plan for your facility must be submitted to the Washington
Regional Office within 60 days of your receipt of this permit. Contact Pat McClain at the
Washington Regional Office at (252) 946-6481 for more information about the approval
process.
Please note that mine dewatering wastewater includes wet pit overflows caused
solely by direct rainfall and groundwater seepage for this type of mining operation. Any
discharge of this water (and any stormwater commingled with it) is subject to the effluent
limitations in this permit.

This general permit allows the discharge of stormwater and certain types of
wastewater from your facility. In your application, you specified that only mine dewatering
water would be discharged from this facility. If separate point -source discharges of
stormwater occur (i.e., stormwater riot combined with mine dewatering water), you will be
required to adhere to the conditions in this permit for stormwater discharges.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after July 22, 1997, must
be discharged through a correctly designed level spreader or another device that meets
diffuse flow requirements per 15A NCAC 2B .0233. Diffuse flow requirements are described
in Chapter 8 of the North Carolina Stormwater BMP Manual, available at:
http/ /12ortal.ncdenr.org/webtlr/bmp-manual.
This permit does not affect the legal obligation to obtain other permits which may be
required by the Division of Energy, Mining, and Land Resources, or any other federal, state, or
local authorities.
If you have any questions concerning this permit, please contact Larry Wade PE at
telephone number (919) 807-6375 or email at larry.wade@ncdenr.gov.

for Tracy E. Davis, P.E.

1. PLACE STONE TO THE LINES AND DIMENSIONS SHOWN IN THE PLAN ON A FILTER FABRIC FOUNDATION.
2. KEEP THE CENTER STONE SECTION AT LEAST 9 INCHES BELOW NATURAL GROUND LEVEL WHERE THE
DAM ABUTS THE CHANNEL BANKS.
3. EXTEND STONE AT LEAST 1.5 FEET BEYOND THE DITCH BANK TO KEEP WATER FROM CUT`TTNG AROUND
THE ENDS OF THE CHECK DAM_
4. SET SPACING BETWEEN DAMS TO ASSURE THAT THE ELEVATION AT THE TOP OF THE LOWER DADA IS THE
SAME AS THE TOE ELEVATION OF THE UPPER DAM.
5. PROTECT THE CRANN1=L AFTER THE LOWEST CHECK DAIS FROM HEAVY FLOW THAT COULD CAUSE
EROSION.
6- MAKE SURE THAT THE CHANNEL REACH ABOVE THE MOST UPSTREAM DAM IS STABLE
NINNiENANCE:
INSPECT CHECK DAMS AND CHANNELS DAILY AND REPAIR, AS NECESSARY FOLLOWING EVEIRY
RAINFALL EVENT OF GREATER THAN 112" WnIN A 24M PERIOD. CLEAN OUT SEDIMENT, STRAW,
LIMBS, OR OTHER DEBRIS THAT COULD CLOG THE CHANNEL WHEN NEEDED.
ANTICIPATE SUBMERGENCE AND DEPOSITION ABOVE THE CHECK DAM AND EROSION FROM HIGH
FLOWS AROUND THE EDGES OF THE DAM. CORRECT ALL DAMAGE IMMEDIATELY. IF SIGNIFICANT
EROSION OCCURS BETWEEN DAMS, ADDRIONAL MEASURES CAN BE TAKEN SUCH AS, INSTAL' LING A
PROTECTIVE RIPRAP LINER IN THAT PORTION OF THE CHANNEL (PRACTICE 631, RiPRARI_FNE AND
PAVED CHANNELS).
W 44M SEDIMENT ACCUMULATED BEHIND THE DAMS AS NEEDED TO PREVENT DAMAGE TO
CHANNEL VEGETATION, ALLOW THE CHANNEL TO DRAIN THROUGH THE STONE CHECK DAM, ARID
PREVENT LARGE FLOWS FROM CARRYING SEDIMENT OVER THE DAM. ADD STONES TO DAMS AS
NEEDED TO MAINTAIN DESIGN HEIGHT AND CROSS SECTION.
