A concurrence point 41 meeting for the subject project was held on April 17, 2002 at
10:30 a.m. in the Board Room at the Transportation Building. The following persons were in

The purpose of this meeting was to submit information to support concurrence on
purpose and need (Concurrence Point 1). Preliminary concurrence on alternatives to be carried
forward (Concurrence Point 2) will be obtained prior to the public workshop.
PROJECT DESCRIPTION
TIP Project R-3826 is included in the North Carolina Department of Transportation
(NCDOT) 2002-2008 Transportation Improvement Program (TIP). The portion of NC 125 to be

studied for this project extends from SR 1182 (East College Road) southwest of Williamston to
NC 125 northwest of Williamston in Martin County
PROJECT PURPOSE
The purpose of the project, as stated in the handout provided to team members prior to the
meeting was as follows, "The purpose of the project is to reduce congestion and truck traffic and
improve safety on existing NC 125 through downtown Williamston."
Team members did not believe sufficient information was presented to demonstrate that
congestion is a problem along existing NC 125. It was suggested that "reduce congestion" be
removed from the purpose statement. A suggestion was also made to remove "reduce truck
traffic" and make the purpose of the project only to improve safety. After some discussion, team
members have concurred on a modified purpose statement for the project. The group agreed the
purpose statement should be changed to the following: Purpose of the project is to reduce truck
traffic and improve safety on existing NC 125 through downtown Williamston.
Concerns were expressed regarding traffic projections provided in handout,
NEED FOR PROJECT
The following existing deficiencies were discussed at the meeting
The total accident rate along NC 125 within the study area is higher than the statewide
accident rate for similar routes. The fatal accident rate for NC 125 through downtown
Williamston is over 3 times higher than the statewide fatal accident rate.
2. Truck traffic within Williamston is incompatible with the existing residential and commercial
development.
3. Part of NC 125 in downtown Williamston will operate above capacity in Design year 2025.
4. Connectivity:
• NC 125 connects Williamston with Greenville to the south (via NC 903) and I-95 to the
north (at Roanoke Rapids).
• NC 125 extends from just south of US 64 bypass south of Williamston to US 13 in
Roanoke Rapids.
• Collector facilities such as NC 125 are intended to carry traffic from local roads to
arterials. These facilities serve both through traffic and local traffic and provide access
to adjacent properties.
• Williamston is served by east-west US 13/US 64, north-south by US and NC 125.
NC 125 extends from just south of US 64 bypass south of Williamston to US 13 in
Roanoke Rapids.
CONCLUSION OF THE MEETING
The meeting ended with concurrence on purpose and need of the project. Preliminary
concurrence on the alternatives will be sought at the next merger team meeting prior to the public
workshop.

The purpose of today's meeting is to discuss alternatives to be carried forward
and proposed bridge locations and lengths for these alternatives. Concurrence on
alternatives carried forward (Concurrence Point 2) and bridge locations and lengths
(Concurrence Point 2A) will be requested.
PROJECT DESCRIPTION
TIP Project R-3826 is programmed in the 2006-2012 North Carolina
Transportation Improvement Program (TIP) as the construction of a NC 125 bypass of
Williamston in Martin County. The proposed project is approximately 2.5 miles long.
A two-lane roadway on multi-lane right of way is proposed. It is anticipated
approximately 150 feet of right of way will be required to accommodate this facility.
Partial control of access will be obtained for sections of this road constructed on new
location.
PROJECT PURPOSE
The purpose of this project is to reduce truck traffic and improve safety on
existing NC 125 through downtown Williamston.
PROJECT SCHEDULE/COST
The merger team met on April 17, 2002 and concurred with the purpose and need
for the project. The merger team convened for a Concurrence Point 2 meeting on March
13, 2003 and concurred to study six alternatives in detail. Since that meeting, detailed
environmental studies have been performed within the study corridors for Alternatives 1,
2N, 2M, 2S, 3A and 4.
A Concurrence Point 2A meeting was held in Williamston on November 8, 2004.
Team members expressed interest in dropping Alternatives 3A, 2M and 2S due to
wetland impacts. However, just prior to the concurrence meeting, the State Historic
Preservation Office (HPO) requested additional information on several properties, which
NCDOT did not believe to be eligible for the National Register. Due to the uncertainty
regarding the eligibility of these properties, the team could not drop these three
alternatives at that time.
The additional investigations have been completed. One additional property was
determined eligible for the National Register. This historic property, however, is outside
all of the alternative study corridors for the project.
Right of way acquisition is scheduled to begin in fiscal year 2009 and
construction is scheduled to begin in fiscal year 2011.
The most recent cost estimate for the project is as follows:

Total Estimated Cost $ 7,275,000
ALTERNATIVES UNDER CONSIDERATION
The NC 125 bypass would be constructed as a two-lane road on multi-lane right
of way. Proposed right of way for this project is 150 feet. Partial control of access (one
access per parcel) would be obtained for portions of the bypass constructed on new
location. No control of access would be obtained for portions of the bypass routed along
existing roadways. Each of the project alternatives would be widened along the existing
section of NC 125 from SR 1182 (East College Road) to US 64A. A grade-separation
would be provided with all alternatives at the CSX railroad.
The following bypass alternatives were studied in detail:
• Alternative 1
• Alternative 2 North
• Alternative 2 South
• Alternative 2 M
• Alternative 3 A
• Alternative 4
Alternative study corridors 450 feet wide have been developed for the project.
Each of the study corridors is presented in Figure 1. Figures 2 through 4 present the
alternatives in groups of two or three. Table 1 on page 4 presents a summary of the
impacts of the alternatives. Table 2 presents hydraulic structure requirements for the six
alternatives. Impacts presented in the tables are for the ultimate four-lane typical section
for the project.
ALTERNATIVES TO BE CARRIED FORWARD
At the Concurrence Point 2A meeting, the merger team recommended dropping
Alternatives 3A, 2M and 2S because of wetland impacts. The HPO has made a final
determination on properties eligible for listing in the National Register of Historical
Places. One site is listed as eligible for the National Register, and this site is outside all
of the proposed study corridors for R-3826. Alternatives 1, 2N, and 4 would move
forward and be presented at the public hearing.
BRIDGE LOCATIONS/LENGTHS
Wetlands and their ratings are listed in Table 3 of the handout. Upon review of
this table at the November 2004 Concurrence Point 2A meeting, the merger team elected
to visit sites Wetland J/ UT 7 and UT 9, UT 10, Wetland Y/ UT 15, Wetland F/ UT 3, and
Wetland G/ UT 5A.
The team decided a culvert should be placed at Wetland J for wildlife crossing
purposes. A single-barrel 6-foot x 6-foot RCBC is the largest culvert size that can be
utilized with the current proposed grade and is recommended at this location. The
merger team agreed to keep culverts at UT 10 and UT 15 as recommended to meet
hydraulic requirements. UT 10 will have a single-barrel 10-foot x 5-foot RCBC for
Alternatives 3A and 4. UT 15 will have a single-barrel 10-foot x 6-foot RCBC for
Alternative 3A. The team agreed that a bridge should be provided at UT 3. The length of
this structure will vary depending on the alternative. Alternative 2M will require a 150-
foot bridge and Alternative 2S will require a 200-foot bridge. After viewing Wetland G/
UT 5A, the team decided a pipe less than 72 inches in diameter would be appropriate.
Table 2 provides recommended wetland and stream crossings for corresponding
alternatives.

PROJECT STATUS
The last Merger Team meeting was held on March 13, 2003. The team selected
six alternatives for detailed study. Detailed environmental studies have been performed
since that meeting within the study corridors for Alternatives 1, 2N, 2M, 2S, 3A, and 4.
The State Historic Preservation Office (HPO) has requested additional
investigations be conducted on some of the properties addressed in the Historic
Architecture Report before eligibility can be determined. Decisions on which alternatives
should move forward and be presented to the public must be delayed until a final
determination is made by HPO.
BRIDGING ISSUES
Overview
Wetland and stream crossings requiring a hydraulic structure 72 inches or larger
were provided in the meeting handout. Three systems meet these hydraulic requirements,
and a culvert crossing is recommended at these sites for each alternative. The team was
in agreement to view these sites. Wetlands and their corresponding ratings were listed in
Table 3 of the handout. Upon review of the table, the team requested to view wetland
crossings at Wetland J and Wetland G because of their high wetland rating.
Chris Militscher of the US Environmental Protection Agency (EPA) asked if
NCDOT has a preferred alternative. Jay McInnis commented that NCDOT is open to all
alternatives. No alternatives can be eliminated until a determination is made following
the additional historic surveys.
Wetland J/ UT 7 and UT 9
Alternatives 2S and 2M would impact Wetland J, which has a rating of 70.
Wetland J is classified as headwater and riparian hardwood. This crossing site was not
listed for substantial hydraulic requirements, but the team wanted to view it because of
it's high rating.
Chris Militscher said he did not see the need for a bridge at this site. Gary Jordan
of the US Fish and Wildlife Service (FWS) suggested that DOT should consider a larger
culvert to accommodate wildlife passage in high water conditions. Travis Wilson of the
NC Wildlife Resources Commission (WRC) agreed with Mr. Jordan that a larger culvert
would be beneficial to wildlife.
There was some discussion about the vertical alignment at this crossing and how
this would be a factor in selecting a culvert size. The merger team agreed that this
crossing would require a box culvert. The team recommended the largest culvert which
will fit in the current proposed grade be used. The culvert dimensions will be determined
following the review of the design by the NCDOT Hydraulics Unit.

UT 10
UT 10 is essentially a disturbed field ditch. Wetland M, which is near UT 10, is
classified as disturbed scrub shrub and has a rating of 19. There was little comment from
the team upon viewing this site, and everyone was in agreement to use the recommended
culvert at this site.
Wetland Y/ UT 15
UT 15 is crossed by Alternative 3A. The surrounding Wetland Y is classified as
riparian hardwood and has a rating of 72. There was a general discussion about bridging
the stream from high ground to high ground to get out of the floodplain and avoid fill.
Jay McInnis commented that fill would incur much less expense versus a bridge structure
in it's place. John Hennessy of the NC Division of Water Quality (DWQ) said he would
agree to use a culvert crossing at this location, and Gary Jordan said he would be fine
with a culvert or bridge for UT 15.
Resource agency representatives were all in agreement this alternative was likely
to be dropped because of its impacts. The team agreed on using a culvert crossing, but it
is recommended that Alternative 3A be dropped if possible, following additional historic
architecture work for the project.
Wetland F/ UT 3
Wetland F has a rating of 70 and is classified as a headwater and riparian wetland.
Alternatives 2S and SM would cross it. John Hennessy expressed the need for a bridge at
this location. Chris Militscher was in agreement. There was a discussion about the
bridge length and whether it should go from high ground to high ground. Scott Gentry
said that bridge spans of 150 feet for Alternative 2M and 200 feet for Alternative 2S were
necessary to span the delineated wetlands. The group was agreeable to a crossing that
would just span the wetland.
The group agreed on a bridge crossing for Wetland F. The bridge lengths were
decided to be 150 feet for Alternative 2M and 200 feet for Alternative 2S.
Wetland G/ UT 5A
The group wanted to view Wetland G, a headwater wetland, because it had a
rating of 64. The hydraulic recommendation for this site, which is crossed by Alternative
1 and Alternative 2N, is for a pipe less than 72 inches in diameter. Upon viewing
Wetland G, the group was in agreement to not bridge this site.
SUMMARY
The merger team agreed to keep culverts at UT 10 and UT 15 as recommended in
Table 2 to meet hydraulic requirements. UT 10 will have a single-barrel 10-foot x 5-foot
RCBC for Alternatives 3A and 4. UT 15 will have a single-barrel 10-foot x 6-foot RCBC
for Alternative 3A. The team agreed that UT 3 will be crossed with a bridge. The length

of this structure will vary depending on the alternative. Alternative 2M will require a
span of 150 feet, and Alternative 2S will require 200 feet. The team also decided that a
culvert should be placed at Wetland J for wildlife crossing purposes. The dimensions of
this culvert will be determined once a review is made by the NCDOT Hydraulics Unit.
At the end of the meeting, John Hennessy proposed that Alternatives 3A, 2M, and
2S be dropped because of wetland impacts. The EPA, FWS, and WRC agreed with this
comment. Jay McInnis said that DOT would like to consider dropping these alternatives,
but we must wait on a determination from HPO on eligibility for properties in the area
before any alternatives can be dropped. NCDOT representatives will discuss the team's
recommendations to drop these alternatives with HPO.
Concurrence forms for this project will be distributed to team members for their
signature in the near future.

lengths. Concurrence on bridge locations and lengths (Concurrence Point 2A) will be
requested.
PROJECT DESCRIPTION
TIP Project R-3826 is programmed in the 2004-2010 North Carolina
Transportation Improvement Program (TIP) as the construction of a NC 125 bypass of
Williamston in Martin County. The proposed project is approximately 2.5 miles long.
A two-lane roadway on multi-lane right of way is proposed. It is anticipated
approximately 150 feet of right of way will be required to accommodate this facility.
Partial control of access will be obtained for sections of this road constructed on new
location.
PROJECT PURPOSE
The purpose of this project is to reduce truck traffic and improve safety on
existing NC 125 through downtown Williamston.
PROJECT SCHEDULE/COST
The scoping meeting for TIP Project R-3826 was held on June 18, 2001. The
merger team met on April 17, 2002 and concurred with the purpose and need for the
project. A citizens informational workshop was held on January 9, 2003. There were
over 115 persons in attendance at the meeting. The majority of those in attendance
supported the project. Some property owners located in the vicinity of McCaskey Road
opposed the project or did not favor an alternative that required relocation of their home
or business. A concurrence point 2 meeting was held on March 13, 2003. The team
concurred to study six alternatives in detail. Detailed environmental studies have been
performed within the study corridors since that meeting for Alternatives 1, 2N, 2M, 2S,
3A, and 4.
Right of way acquisition is scheduled to begin in fiscal year 2008 and
construction is scheduled to begin in fiscal year 2010.
The most recent cost estimate for the project is as follows:

ALTERNATIVES UNDER CONSIDERATION
The merger team concurred the following bypass alternatives should be
considered for detailed study:
• Alternative 1
• Alternative 2 North
• Alternative 2 South
• Alternative 2 M
• Alternative 3 A
• Alternative 4
The NC 125 bypass would be constructed as a two-lane road on multi-lane right
of way. Proposed right of way for this project is 150 feet. Partial control of access (one
access per parcel) would be obtained for portions of the bypass constructed on new
location. No control of access would be obtained for portions of the bypass routed along
existing roadways. Each of the six alternatives would begin with the improvement of an
existing section of NC 125 from SR 1182 (East College Road) to US 13/US 64. The
improvement would widen the existing section to three lanes. It is expected that a grade-
separated crossing will be created at the new location crossing of the CSX railroad.
Alternative study corridors 450 feet wide have been developed for the project.
Each of the study corridors is presented in Figure 1. Figures 2 through 4 present the
alternatives in groups of two or three. Table I on page 4 presents a summary of the
impacts of the alternatives. Table 2 presents hydraulic structure requirements for the 6
alternatives. Impacts presented in the tables are for the ultimate four-lane typical section
for the project.

PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to select project. alternatives to be studied in detail
(Concurrence Point 2).
PROJECT DESCRIPTION
TIP Project R-3826 is included in the draft 2004-2010 Transportation Improvement Program
(TIP). The portion of NC 125 to be studied for this project extends from SR 1182 (East College
Road) southwest of Williamston to NC 125 northwest of Williamston in Martin County (see
Figure 1).
PROJECT PURPOSE
The purpose of this project is to reduce truck traffic and improve safety on existing
NC 125 through downtown Williamston.
PROJECT STATUS/SCHEDULE
A citizens informational workshop for the project was held on January 9, 2003. Following
the concurrence on alternatives, detailed environmental studies will begin on selected
alternatives.
Right of way acquisition for the project is scheduled to begin in fiscal year 2007 and
construction is scheduled for fiscal year 2008.
CITIZENS INFORMATIONAL WORKSHOP
The citizens informational workshop for the project was held on January 9, 2003 in the
Auditorium of Martin Community College in Williamston. Over 115 persons attended the
meeting. While the majority of those who attended the workshop supported the project, a few
property owners located along and near McCasky Road either opposed the project or did not favor
an alternative that requires relocation of their properties. In addition, a meeting with a small
group of concerned citizens was held on January 30, 2003. Several citizens attending that
meeting suggested a new alternative (Alt. 6) to minimize relocation of homes and other project
impacts.
PROJECT ALTERNATIVES
A preliminary environmental screening has been conducted for all of the alternatives. All
but Alternative 6 have been discussed with merger team members and shown to the public at the
citizens informational workshop. These are all the alternatives developed to date for the project:

• One-Way Pair Extension
• Widen McCaskey Road
• Alternative 1
• Alternative 2 North

agreement of the merger team:

Bypass Alternatives
Constructing a NC 125 Bypass of Williamston on new location will serve the purpose and
need of the project. A bypass would reduce truck traffic and improve safety within
Willamston. A two-lane roadway on multi-lane right of way for all the bypass alternatives is
proposed with partial control of access. The amount of right of way needed is approximately
150 feet.
At the September 12, 2003 merger team meeting, three new alternatives were added.
These new alternatives (Alternatives 3, 4 and 5) are a combination of new location and
widening (see Figure 2). With all the bypass alternatives SR 1142 (East College Road) will
be widened between SR 1182 and US 64A. A new traffic signal will be installed at the
intersection of NC 125 with US 64A. Impacts of the alternatives are presented in table 1.
Alternative 1
The new location portion of alternative 1 would begin at the intersection of NC 125 and
US 64A extending northward, crossing the CSX railroad and turning northeastward prior to
crossing SR 1420 (McCaskey Road). The alternative will tie into existing NC 125 north of
Williamston.
Alternative 2 North
The new portion of alternative 2 North would begin at the intersection of NC 125 and
US 64A extending northward, following the same alignment as alternative 1. Just north of
McCaskey Road, alternative 2N will proceed on a new location to the northwest of alignment
1 and tie into NC 125 just north of Alternative 1.
Alternative 2 South
The new portion of Alternative 2 South would begin at the intersection of NC 125 and US
64A extending northward following the same alignment as alternative 1 and 2N. Just north of
McCaskey road, alternative 2 south will proceed northeast of alternative 1 and alternative 2 north
on a new location ending on NC 125 just south of alternative 1.
Alternative 3
The new portion of Alternative 3 would begin at the intersection of NC 125 and US 64A,
extending northward on a new location to tie into McCaskey Road, then would follow McCaskey
Road northwestward to SR 1420 (Bonnie Best Road), then extend from SR 1420 northward to tie
into NC 125.
Alternative 4
The new portion of this alternative would begin at the intersection of NC 125 and US 64A.
The alternative would extend northward to tie into McCaskey Road, then would follow
McCaskey Road northwestward to approximately 1,000 feet west of Landfill Road, extending
northward on a new location to tie into NC 125.
Alternative 5
The new portion of Alternative 5 would begin at the intersection of NC 125 and US 64A,
extending northward on a new location to tie into McCaskey Road, then widen McCaskey Road
northwest to Landfill Road then extend Landfill Road to NC 125.
Alternative 6 (Added after the Informational Workshop)
Several concerned citizens suggested this new alignment would have less impacts on
properties. Alternative 6 would begin at the intersection of NC 125 and US 64 Business
extending northward on a new location, crossing the CSX Railroad, and turning northwestward
then northward crossing SR 1420 (McCaskey Road) to proceed just west of alternative 4 to tie
into NC 125.

PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to select project alternatives to be studied in detail
(Concurrence Point 2).
PROJECT DESCRIPTION
TIP Project R-3826 is included in the draft 2004-2010 Transportation Improvement Program
(TIP). The portion of NC 125 to be studied for this project extends from SR 1182 (East College
Road) southwest of Williamston to NC 125 northwest of Williamston in Martin County (see
Figure 1).
PROJECT PURPOSE
The purpose of this project is to reduce truck traffic and improve safety on existing
NC 125 through downtown Williamston.
PROJECT STATUS/SCHEDULE
A citizens informational workshop for the project was held on January 9, 2003. Following
the concurrence on alternatives, detailed environmental studies will begin on selected
alternatives.
Right of way acquisition for the project is scheduled to begin in fiscal year 2007 and
construction is scheduled for fiscal year 2008.
CITIZENS INFORMATIONAL WORKSHOP
The citizens informational workshop for the project was held on January 9, 2003 in the
Auditorium of Martin Community College in Williamston. Over 115 persons attended the
meeting. While the majority of those attended the workshop supported the project, a few property
owners located along and near McCasky Road either opposed the project or did not favor an
alternative that requires relocation of their properties. In addition, a meeting with a small group
of concerned citizens was held on January 30, 2003. Several citizens attending that meeting
suggested a new alternative (Alt. 6) to minimize relocation of homes and other project impacts.
PROJECT ALTERNATIVES
A preliminary environmental screening has been conducted for all of the alternatives. All
but Alternative 6 have been discussed with merger team members and shown to the public at the
citizens informational workshop. These are all the alternatives developed to date for the project:

• Reroute NC 125
• One-Way Pair Extension
• Widen McCaskey Road
• Alternative 1
• Alternative 2 North
• Alternative 2 South
• Alternative 3
• Alternative 4
• Alternative 5
• Alternative 6
The following alternatives have been dropped from further consideration with the
agreement of the merger team:
• Widen Existing NC 125
• Reroute NC 125
• One-Way Pair Extension
• Widen McCaskey Road

Bypass Alternatives
Constructing a NC 125 Bypass of Williamston on new location will serve the purpose and
need of the project. A bypass would reduce truck traffic and improve safety within
Willamston. A two-lane roadway on multi-lane right of way for all the bypass alternatives is
proposed with partial control of access. The amount of right of way needed is 150 feet.
At the September 12, 2003 merger team meeting, three new alternatives were added.
These new alternatives (Alternatives 3, 4 and 5) are a combination of new location and
widening (see Figure 2). With all the bypass alternatives SR 1142 (East College Road) will
be widened between SR 1182 and US 64A. A new traffic signal will be installed at the
intersection of NC 125 with US 64A. Impacts of the alternatives are presented in table 1.
Alternative 1
The new location portion of alternative 1 would begin at the intersection of NC 125 and
US 64A extending northward, crossing the CSX railroad and turning northeastward prior to
crossing SR 1420 (McCaskey Road). The alternative will tie into existing NC 125 north of
Williamston.
Alternative 2 North
The new portion of alternative 2 North would begin at the intersection of NC 125 and
US 64A extending northward, following the same alignment as alternative 1. Just north of
McCaskey Road, alternative 2N will proceed on a new location to the northwest of alignment
1 and tie into NC 125 just north of Alternative 1.
Alternative 2 South
The new portion of Alternative 2 South would begin at the intersection of NC 125 and US
64A extending northward following the same alignment as alternative 1 and 2N. Just north of
McCaskey road, alternative 2 south will proceed northeast of alternative 1 and alternative 2 north
on a new location ending on NC 125 just south of alternative 1.
Alternative 3
17 The new portion of Alternative 3 would begin at the intersection of NC 125 and US 64A,
extending northward on a new location to tie into McCaskey Road, then would follow McCaskey
Road northwestward to SR 1420 (Bonnie Best Road), then extend from SR 1420 northward to tie
into NC 125.
Alternative 4
The new portion of this alternative would begin at the intersection of NC 125 and US 64A.
The alternative would extend northward to tie into McCaskey Road, then would follow
McCaskey Road northwestward to approximately 1,000 feet west of Landfill Road, extending
northward on a new location to tie into NC 125.
Alternative 5
The new portion of Alternative 5 would begin at the intersection of NC 125 and US 64A,
extending northward on a new location to tie into McCaskey Road, then widen McCaskey Road
northwest to Landfill Road then extend Landfill Road to NC 125.
Alternative 6 (Added after the Informational Workshop)
Several concerned citizens suggested this new alignment would have less impacts on
properties. Alternative 6 would begin at the intersection of NC 125 and US 64 Business
extending northward on a new location, crossing the CSX Railroad, and turning northwestward
then northward crossing SR 1420 (McCaskey Road) to proceed just west of alternative 4 to tie
into NC 125.

At the concurrence point 1 meeting held for the project on April 17, 2002, team members
have agreed the purpose of the project is to reduce truck traffic and improve safety on existing
NC 125 through downtown Williamston. A copy of team members signed concurrence form on
the purpose and need is attached to this memo.
PROJECT ALTERNATIVES
Alternatives Eliminated
The following alternatives were described briefly at this meeting and found not to serve the
intended purpose and need of the project. No further study will be done on these alternatives.
• Widen Existing NC 125
• Reroute NC 125
• One-Way pair extension
Proposed Alternatives
Bvpass Alternatives 1 North, 2 North and 2 South
Chris Militscher of the EPA suggested that stream impacts for Alternative 2 South is
possibly underestimated. He stated this alternative would be his choice to drop from the study if
a bypass alternative was to be eliminated. The decision was made to wait until after the
informational workshop to possibly drop this alternative.
The NWI map showed no wetlands for the bypass alternatives and no wetland
information is available from the Division of Coastal Management for this county. To show
possible presence of wetlands, the wooded area was calculated and shown in table 1 of the
handout.
Widen McCaskey Road
Widen McCaskey Road form US 64A northwest to NC 125 (through Bonnie Best Road
then to SR 1422 and to NC 125). Chris Milistcher of the EPA thought widening the entire length
of McCaskey Road from US 64A northwestward to NC 125 would continue filtering truck traffic
into the residential and hospital area near the intersection of McCaskey Road and US 64A.
David Cox thought this alternative would not be feasible. After some discussion, the team
agreed to drop this alternative and added the following alternatives (combination of extensions
and widening) to be shown to public at the Informational Workshop.
Alternative 3
Alternative 3 would begin at the intersection of NC 125 and US 64A, extending
northward on a new location to tie into McCaskey Road, then widen McCaskey Road
northwestward to SR 1420 (Bonnie Best Road ), then extend SR 1420 northward to
tie into NC 125.
Alternative 4
Alternative 4 would begin at the intersection of NC 125 and US 64A, extending
northward on a new location to tie into McCaskey Road, then widen McCaskey Road
northwestward to approximately 1000 feet west of Landfill Road, extending northward on a new
location to tie into NC 125.
Alternative 5
Alternative 5 would begin at the intersection of NC 125 and US 64A, extending
northward on a new location to tie into McCaskey Road, then widen McCaskey Road
northwestward to Landfill Road then extend Landfill Road to NC 125.
CONCLUSION OF THE MEETING
The meeting ended with recommendations to show at the workshop the three bypass
alternatives and alternatives discussed at the meeting (alternatives 3, 4 and 5).

The purpose of today's meeting is to discuss project alternatives and to reach consensus on
the alternatives to be shown at the citizens informational workshop. Formal concurrence on the
alternatives to be carried forward will be requested following the informational workshop for the
project.
PROJECT DESCRIPTION/SCHEDULE
TIP Project R-3826 is included in the North Carolina Department of Transportation
(NCDOT) 2002-2008 Transportation Improvement Program (TIP). The portion of NC 125 to be
studied for this project extends from SR 1182 (East College Road) southwest of Williamston to
NC 125 northwest of Williamston in Martin County (see Figure 1). Studies are under way in
accordance with the National Environmental Policy Act (NEPA) of 1969.
Right of way acquisition for the project is scheduled to begin in fiscal year 2006 and
construction is scheduled for fiscal year 2008.
Purpose and Need
Formal concurrence on the purpose of the project was reached at a NEPA/404 Merger Team
meeting held on April 17, 2002. Team members agreed on the following purpose statement for
the project: The purpose of the project is to reduce truck traffic and improve safety on existing
NC 125 through downtown Williamston.
PROJECT ALTERNATIVES
Alternatives for improvement of existing facilities and construction of a bypass have been
developed for the proposed project.
Improve Existing Facilities
Widen Existiniz NC 1
Widening the existing NC 125 through downtown Williamston would reduce congestion and
improve turning movements for trucks, but would not reduce the amount of truck traffic within
downtown. This alternative was dismissed because it would not meet the intended purpose of
the project and would effect a large number of businesses and residential properties.
Reroute NC 125
Rerouting traffic from NC 125 onto McCaskey Road or onto US 17 Bypass between
Washington street and Sycamore street (US 64) would reduce ninety-degree turns for trucks on
some downtown streets, but would not eliminate truck traffic from downtown Williamston and
will impact a number of properties.
One-Way Pair Extension
Extending the existing one way portion of NC 125 northward from Elm street to Grace
street was examined and dismissed as an alternative. This alternative would not reduce the
amount of trucks in downtown Williamston. Trucks would continue traveling south Main Street
through the residential area to US 64.
Bypass Alternatives
Constructing a NC 125 Bypass of Williamston on new location will serve the purpose
and need of the project. A bypass would reduce truck traffic and improve safety within
Willamston. A two-lane roadway on multi-lane right of way for all the bypass alternatives is
proposed with partial control of access. The amount of right of way needed is 100 feet.
Three alternatives (Alternative 1, 2 North and 2 South) have been developed for the
proposed Williamston bypass (see Figure 2). In addition, SR 1142 (East College Road) will
be widened between SR 1182 and US 64 Business. A new traffic signal will be installed at
the intersection of NC 125 with US 64A.
These alternatives are shown on Figure 2. Impacts of the alternatives are presented in
table 1.

Alternative 1 would begin at the intersection of NC 125 and US 64 Business extending
northward on new location, crossing the CSX railroad and turning northeastward prior to
crossing SR 1420 (MeCaskey Road). The alternative will tie into existing NC 125 north of
Williamston. Impacts of Alternative 1 are shown in table 1.
Alternative 2 North
Alternative 2 North would begin at the intersection of NC 125 and US 64 Business extending
northward on new location, following the same alignment as alternative 1. Just north of
McCaskey Road, alternative 2N will proceed on new location to the northwest of alignment 1 and
tie into NC 125. Impacts of Alternative 2 North are shown in table 1.
Alternative 2 South
Alternative 2 South will begin at the intersection of NC 125 and US 64 Business extending
northward on new location following the same alignment as alternative 1 and 2N. Just north of
McCaskey road, alternative 2 south will proceed northeast of alternative 1 and alternative 2 north
on a new location ending on NC 125 just north of Williamston.

The purpose of this meeting was to submit information to support concurrence on
purpose and need (Concurrence Point 1). Preliminary concurrence on alternatives to be carried
forward (Concurrence Point 2) will be obtained prior to the public workshop.
PROJECT DESCRIPTION
TIP Project R-3826 is included in the North Carolina Department of Transportation
(NCDOT) 2002-2008 Transportation Improvement Program (TIP). The portion of NC 125 to be
studied for this project extends from SR 1182 (East College Road) southwest of Williamston to
NC 125 northwest of Williamston in Martin County
PROJECT PURPOSE
The purpose of the project, as stated in the handout provided to team members prior to the
meeting was as follows, "The purpose of the project is to reduce congestion and truck traffic and
improve safety on existing NC 125 through downtown Williamston."
Team members did not believe sufficient information was presented to demonstrate that
congestion is a problem along existing NC 125. It was suggested that "reduce congestion" be
removed from the purpose statement. A suggestion was also made to remove "reduce truck
traffic" and make the purpose of the project only to improve safety. After some discussion, team
members have concurred on a modified purpose statement for the project. The group agreed the
purpose statement should be changed to the following: Purpose of the project is to reduce truck
traffic and improve safety on existing NC 125 through downtown Williamston.
Concerns were expressed regarding traffic projections provided in handout,
NEED FOR PROJECT
The following existing deficiencies were discussed at the meeting
The total accident rate along NC 125 within the study area is higher than the statewide
accident rate for similar routes. The fatal accident rate for NC 125 through downtown
Williamston is over 3 times higher than the statewide fatal accident rate.
2. Truck traffic within Williamston is incompatible with the existing residential and commercial
development.
3. Part of NC 125 in downtown Williamston will operate above capacity in Design year 2025.
4. Connectivity:
• NC 125 connects Williamston with Greenville to the south (via NC 903) and I-95 to the
north (at Roanoke Rapids).
• NC 125 extends from just south of US 64 bypass south of Williamston to US 13 in
Roanoke Rapids.
Collector facilities such as NC 125 are intended to carry traffic from local roads to
arterials. These facilities serve both through traffic and local traffic and provide access
to adjacent properties.
Williamston is served by east-west US 13/US 64, north-south by US and NC 125.
NC 125 extends from just south of US 64 bypass south of Williamston to US 13 in
Roanoke Rapids.
CONCLUSION OF THE MEETING
The meeting ended with concurrence on purpose and need of the project. Preliminary
concurrence on the alternatives will be sought at the next merger team meeting prior to the public
workshop.

PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to discuss proposed bridge locations and
lengths. Concurrence on bridge locations and lengths (Concurrence Point 2A) will be
requested.
PROJECT DESCRIPTION
TIP Project R-3826 is programmed in the 2004-2010 North Carolina
Transportation Improvement Program (TIP) as the construction of a NC 125 bypass of
Williamston in Martin County. The proposed project is approximately 2.5 miles long.
A two-lane roadway on multi-lane right of way is proposed. It is anticipated
approximately 150 feet of right of way will be required to accommodate this facility.
Partial control of access will be obtained for sections of this road constructed on new
location.
PROJECT PURPOSE
The purpose of this project is to reduce truck traffic and improve safety on
existing NC 125 through downtown Williamston.
PROJECT SCHEDULE/COST
The scoping meeting for TIP Project R-3826 was held on June 18, 2001. The
merger team met on April 17, 2002 and concurred with the purpose and need for the
project. A citizens informational workshop was held on January 9, 2003. There were
over 115 persons in attendance at the meeting. The majority of those in attendance
supported the project. Some property owners located in the vicinity of McCaskey Road
opposed the project or did not favor an alternative that required relocation of their home
or business. A concurrence point 2 meeting was held on March 13, 2003. The team
concurred to study six alternatives in detail. Detailed environmental studies have been
performed within the study corridors since that meeting for Alternatives 1, 2N, 2M, 2S,
3A, and 4.
Right of way acquisition is scheduled to begin in fiscal year 2008 and
construction is scheduled to begin in fiscal year 2010.
The most recent cost estimate for the project is as follows:

ALTERNATIVES UNDER CONSIDERATION
The merger team concurred the following bypass alternatives should be
considered for detailed study:
• Alternative 1
• Alternative 2 North
• Alternative 2 South
• Alternative 2 M
• Alternative 3 A
• Alternative 4
The NC 125 bypass would be constructed as a two-lane road on multi-lane right
of way. Proposed right of way for this project is 150 feet. Partial control of access (one
access per parcel) would be obtained for portions of the bypass constructed on new
location. No control of access would be obtained for portions of the bypass routed along
existing roadways. Each of the six alternatives would begin with the improvement of an
existing section of NC 125 from SR 1182 (East College Road) to US 13 /US 64. The
improvement would widen the existing section to three lanes. It is expected that a grade-
separated crossing will be created at the new location crossing of the CSX railroad.
Alternative study corridors 450 feet wide have been developed for the project.
Each of the study corridors is presented in Figure 1. Figures 2 through 4 present the
alternatives in groups of two or three. Table 1 on page 4 presents a summary of the
impacts of the alternatives. Table 2 pr ;sents hydraulic structure requirements for the 6
alternatives. Impacts presented in the tables are for the ultimate four-lane typical section
for the project.

Williamston is served by east-west US 13 / US 64, north-south US 17 and NC 125.
NC 125 extends from just south of US 64 bypass south of Williamston to US 13 in Roanoke
Rapids.

NC 125 is classified as a rural minor collector in the North Carolina functional
classification system. NC 125 connects Williamston with Greenville to the south (via NC 903)
and I-95 (at Roanoke Rapids) to the north.
Collector facilities such as NC 125 are intended to carry traffic from local roads to
arterials. These facilities serve both through traffic and local traffic and provide access to
adjacent properties.
Existing NC 125 at US 13/US64 Alternate and NC 125 northwest of Williamston is a
two-lane shoulder section with 60 feet of right of way. NC 125 through downtown Williamston
has multiple lanes with no control of access. One portion of NC 125 utilizes a one way pair in
downtown Williamston.
TRAFFIC VOLUMES ON EXISTING ROADWAY
Current year (2000 tr -volumes along NC 125 in and around downtown Williamston
are estimated betwee 5,800-15,500 ehicles per day (see Figure 2). By the design year (2025),
traffic volumes along this NC 125 are expected to range between 14,800-23,100
vehicles per day (see Figure 3). Approximately 3-8 percent of these estimated traffic volumes is
truck traffic.
TRUCK TRAFFIC
Existing NC 125 passes through commercial and residential areas of downtown
Williamston. Parallel parking exists along some sections of the roadway in front of businesses in
downtown. Homes line NC 125 just north of downtown.
Traffic following southbound NC 125 through downtown Williamston must make two
ninety-degree turns. Trucks sometimes cannot make these turns without running onto the curb or
encroaching into opposing travel lanes.
SAFETY
An accident study was performed for NC 125 between US 64 and J.C. Leggette Drive for
the years 1998-2001. A total of 90 accidents were reported for this time period with two
fatalities. The accident rate for this section was 483.04 accidents per 100 million vehicle miles.
This is higher than the statewide average accident rate of 307.89 for a similar facility.
The most common types of accidents which occurred in the study area included:
• Angle collisions (28%)
• Rear-end, slow or stop (24%)
These types of accidents are more likely to occur on roadways with high traffic volumes.
